UNION NEGOTIATION MEETING
JULY 17, 2007
The negotiation meeting was called to order at 2:15 P.M. Those in attendance were:
City: Jim Hanson, City Manager
George Foster, Chief Negotiator (Human Resource Manager)
David Thompson, Negotiator (Chief ofPolice /Director of Public Safety)
Mike Classey, Negotiator (Police Captain)
Union: Gary Evans, Staff Representative
David Cameron, Local FOP Chairman
Dale Hatfield, Local FOP
City Manager Jim Hanson addressed the group and provided information on the upcoming budget
process and the impact that the State properly tax reductions could have on the City budget. After
addressing the group and answering questions, he left the meeting at 2:35 pm.
2. The City provided the Union with their recommendations for contract changes. (See attached table
summary under City Proposals)
The City discussed that any and all "cost" items could be considered by the City Commission for change
or reduction during the 2007-2008 budget process and briefly discussed the changing of overtime from
"hours paid" to "hours worked", changing the leave sell back program, and changes to health insurance
coverage and costs.
4. The Union provided the City with their recommendations for contract changes. (See attached table
summary under Union Proposals)
Pension Contribution Rates. The Union requested an update on Pension Plan changes and was advised
that State approval of this action was still ongoing and that the City did not support changes to the
Union contract on prior negotiated Pension items. The Union and City had some discussions with
different opinions expressed on this subject. The Union also requested status on including a "buy back"
of service within the City Pension Plan and was advised that this item was within the same Ordinance as
other pension changes and therefore "on hold" pending final resolution of pension contribution changes
with the State.
6. The next negotiation session was established as August 23, 2007, 2:00 pm., in the City Commission
Chambers.
7. Adjournment.
The meeting adjourned at 3:15 P.M.
