AN ORDINANCE OF THE CITY OF ATLANTIC BEACH, COUNTY
OF DUVAL, STATE OF FLORIDA, AMENDING CHAPTER 5,
BEACHES AND PARKS, ARTICLE III, SECTION 5-32, FEES AND
CHARGES, AS SET FORTH WITHIN THE CODE OF ORDINANCES,
TO SET FORTH CONDITIONS FOR USE AND USER FEES FOR
PARKS AND RECREATION FACILITIES, PROVIDING FOR
RECORDATION AND AN EFFECTIVE DATE.
WHEREAS, Policy E.1.1.1 of the 2015 Comprehensive Plan states in part that the
City may utilize a system of user fees to support the development of recreation programs and
the maintenance of facilities.
WHEREAS, the City Commission finds that the establishment of reasonable user
fees shall encourage the responsible use and maintenance of parks and recreation facilities
and public buildings.
NOW THEREFORE, BE IT ENACTED BY THE CITY CONIMISSION ON BEHALF
OF THE PEOPLE OF THE CITY OF ATLANTIC BEACH, FLORIDA:
SECTION I: Chapter 5, Beaches and Parks, within the Code of Ordinances of the
City of Atlantic Beach, Florida, is hereby amended to add new Section. 5-32, which upon
enactment shall read as follows:
Section 5-32. User Fees for Parks and Recreation Facilities.
The use of public pazks and recreation facilities within the City and fees for such use shall be
asset forth within this Section.
(a) One-time events at Adele Grage Cultural Center, Jordan Pazk Community Center or
Donner Pazk Community Center.
is $100.00 for four (4) hours and $25.00 for each additional hour.
ii. Deposit required: $200.00, refundable if no damage to facility, the facility is cleaned
after use and no violation of pazk rules or City ordinances.
(b) Recurring use of any City facility or park by 501(c)(3) not-for-profit groups,
neighborhood or homeowner associations with approved User Agreement for six or more
times per year.
i. $25.00 per event or activity.
ii. Deposit required: $50.00, refundable if no damage to facility, the facility is cleaned
after use and no violation of park rules or City ordinances.
(c) Additional fees and requirements for events or activities at any City facility involving the
use of Alcoholic Beverages. The provisions of Chapter 3 of this Code shall also apply.
i. $50.00 for any event serving beer, wine or any type of Alcoholic Beverages.
ii. Must receive prior approval of a Special Event Permit from the City Manager.

iii. Use of Alcoholic Beverages is not permitted in City parks or on the beach, and
Alcoholic Beverages must be contained within the building approved to host such
event.
iv. No fee, ticket or other type of compensation shall be charged for Alcoholic Beverages
at any activity at City facilities
v. Violation of these rules may cause for forfeiture of any deposits.
(d) Lost key charge: $8.00 Lost security card: $20.00
(e) Beach Bonfire.
i. $25.00 per activity on beach with bonfire or any type of open flame.
ii. Deposit required: $25.00, refundable if no damage or fire debris left on beach.
iii. Approval of a Fire Permit by the Parks & Recreation Department is required. Permit
must be requested and approved during regular City weekday work hours at least 24
hours prior to activity. '
(f) Summer Camp at Donner Park Community Center and Jordan Park Community Center
i. $45.00 per week per child.
ii. $50.00 per child for the duration of the summer camp for children who qualify for
free or reduced-price school lunches.
(g) Camping at Dutton Island Preserve.
i. $25.00 per campsite
ii. Deposit required: $25.00, refundable if no damage to campsite and no debris or trash
left.
SECTION 2. This Ordinance shall take effect immediately-upon -its final passage
and adoption and shall be recorded in a book kept and maintained by the Clerk of the City of
Atlantic Beach, Duval County, Florida, in accordance with Section 125.68, Florida Statutes.
