CODE ENFORCEMENT BOARD MINUTES
SPECIAL MEETING
May 9, 2006

ABSENT:
1.Chairman Russell called the meeting to order at 7:00 p.m., followed by the Pledge of
Allegiance to the Flag by all present.
2. Chairman Russell requested that the roll be read. Secretary Gorman read the roll and
determined that there was a quorum.
3. Ron Pendleton motioned to approve the minutes from January 24, 2006 and Apri16, 2006.
Barbara Weiss seconded and the motion carried unanimously.
4. Case # 753-05: Donald Nee -Failure to pay animal citation -Additional fines imposed and
being billed by Finance.
Case #255-05: James Wilson -Illegal storage - In compliance per Code Enforcement Officer
Alex Sherrer.
5. a. Board Members elected a new Chairperson. Richard Ouellette motioned to nominate Carl
Russell, Ron Pendleton seconded and the motion carried unanimously. Ray Breault motioned
Ron Pendleton to serve as Co-Chair, Velda Wells seconded and the motion carried unanimously.
The Board was advised that Richard Ouellette was recently approved as a regular member by the
Commission.
b. Hearing: Case #06-06580 Dangerous Animal Appeal, Sec. 4-10 (d)
Prosecuting Attorney Suzanne Green called for Animal Control Officer Moschbeger to relate the
events of April 10`h after she was summoned to the Royal Palms address in Atlantic Beach. The

officer stated that she required the assistance of the Neptune Beach Animal Control Officer.
Chief Campbell stated he consulted code and determined the dog to be dangerous and
subsequently notified Ms. Maria Mayo of the right to appeal. Ms. Mayo produced a letter from
her Vet, describing his experience and contact with her pet. Richard Ouellette read the letter to
the Board. Chair Russell asked Secretary Gorman to call roll for a vote. The Board voted
unanimously to agree with the Dangerous Animal classification .
6. The Board adjourned at 7:50 p.m.
