Call to order
The meeting was called to order at 5:00 pm. Those in attendance were Mayor Pro Tem Dezmond
Waters, City Manager Jim Hanson, Member Glen Fisher, Member Casey Quinif and City Clerk Donna
Bussey.
1. Review purpose of Committee, enabling resolution
City Manager Hanson explained the role of the Board Member Review Committee, how it was created,
and how it was recently changed. The new members Waters, Fisher and Quinif asked questions which
were answered by City Manager Hanson and City Clerk Bussey.
2. Overview of City Boards and Committees
City Clerk Bussey provided the new committee members with an informational notebook. The
notebook included copies of the Ordinances and Resolutions that regulate each active Board and
Committee, a summary of each Board and Committee, and current lists of Board and Committee
members. Those topics were discussed.
3. Things to consider in recommending appointments / reappointments
• Attendance at meetings
• Being prepared, knowledgeable, and participate
• Balance of talents/ interests/ viewpoints
• Teamwork
City Manager Hanson explained the things to consider when recommending appointments and/or
reappointments to boards or committees. It was explained that citizens wishing to be appointed to a
particular board or committee must complete an application and that the applications will remain on
file with the City Clerk to be provided and reviewed by the Board Member Review Committee when a
vacancy occurs on that particular board or committee of interest. It was further explained that when a
reappointment is being considered, an attendance record on the term-expiring member is provided to
the committee for review.
The committee discussed current vacancies.
4. Agenda packets, voting, minutes
City Clerk Bussey advised the committee that an agenda packet would be circulated prior to each
meeting. City Manager Hanson explained that the committee votes by way of consensus. and that
minutes are typed and provided to the City Commission when an appointment or reappointment is
brought to them for action.
New members, Fisher and Quinif, expressed their desire to receive minutes from the previous Board
Member Review Committee meetings. The City Clerk agreed to provide them with those minutes.
5. Set regular meeting times
City Manager Hanson explained that because there was a change in membership, the third Thursday of
each month was no longer the best for everyone. The committee discussed other times to hold regular
meetings. It was the consensus of the committee to hold all regular scheduled meetings on the second
Thursday of each month at 5:00 p.m.
The Committee decided to schedule a special meeting for Apri127, 2006 at 5:00 p.m. to review
applicants for the Cultural Arts and Recreation Advisory Committee, to discuss possible
reappointments to the Community Development Board and to discuss the possibility of appointing the
alternate member, Richard Ouellette, of the Code Enforcement Board as a regular member.
6. Open records/Sunshine Act
City Clerk Bussey provided the committee with a handout of the Most Frequently Asked Questions on
the Sunshine Law. City Manager Hanson presented an overview of the open records law and the
Sunshine Act and how it applies to the Board Member Review Committee.
There being no other business, the meeting adjourned at 6:00 pm.
