Board Member Review Committee Meeting
June 9, 2005

Call to order
The meeting vas called to order at 5.04 pm. Those in attendance were Mayor John ~9eserve,
Commissioner Sylvia Vii. Simmons. Citv'\lanager Jim Hanson, City Clerk Donna L Bussey,
Parks and Recreation Director Timmy Johnson and Cultural arts and Recreation Advisor
Committee Chairperson Rusty Pritchett.

City Manager Hanson explained that the primary purpose of the meeting was to discuss
membership on the Cultural Arts and Recreation Advisory Committee. It was explained that the
Committee currentl}• had two vacancies and that as of July 8. 2405 would have four additional
vacancies. It was also explained that tw•o of the current members, Ray Coleman and Laurie
Melancon. whose terms are expiring on July S, ?405, are interested in being reappointed.
J4r. Pritchett gave his evaluation of Ra~• Coleman and Laurie ~~lelancon. He reported that both
members have a good attendance record and that he considers them to be valuable assets to the
Cultural Arts and Recreation Adti•ison= Committee.
After discussions, the consensus was to recommend reappointing Ray Coleman and Laurie
Melancon to serve on the Cultural Ans and Recreation Advisory Committee for another term.

A. Alicia Paley
"1-he committee reviewed the application of Alicia Paleti• and discussed that GIs. Paley had been
previously interviewed before this committee last December at which time, the Cultural Arts R
Recreation Advisory Committee had only- one vacancy but three good applicants. From that
meeting, h•1s. Paley was recommended to fill a future vacancy. Discussion ensued.
The consensus tivas to recommend appointing Alicia Paley to fill a vacancy on the Culttral Arts
& Recreation ;4dvisorv Committee.
B. Kathy Love (Teen Counci! !~4ember)
Ms. Bussey was explained that one member of the Cultural Arts & Recreation Advisor~~
Committee is reserved for a Teen Council member. Mr. Pritchett reported that one of the duties
of the Teen Council President is to represent the Teen Council on the Committee but also
explained that the President changes mare often than the terms for the Cultural Arts 8.
Recreation Advisory Committee and. therefore, would have to appoint a new member to the
committee more often than every two }ears. Mayor Nleserve explained that there should be an
understanding that any new Teen Council President will automatically fill that vacancy on the
Committee.
It was the consensus of the Committee to appoint Kathy Love. Teen Council President, to f II the
vacancy on the Cultural Arts & Recreation Committee and allow all future Teen Council
Presidents to automatically fill future vacancies as Presidents are replaced.
Discussion ensued regarding the lack of candidates to fill this board. It was explained that, in
many cases committee members are willing to serve longer but that term limits arern place that
prevent it. After discussion, the consensus was reached that an amendment to the enabling
Resolution that created the Committee be presented to the City Commission that ~t~ould change
the term limit so that the filling of an unexpired term would not count toward the two-term Limit
for service on this Committee.
The committee also discussed the possibility of staggering terms differently so that the
Committee would not have four or five member terms expiring at the same time.
