MINUTES OF THE REGULAR MEETING OF THE TREE CONSERVATION BOARD January 28, 2004 A regular meeting of the Tree Conservation Board was held Wednesday, January 28, 2004, at the Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Charles Carroll, Bill Permenter, Building Official Don Ford and Recording Secretary Susan Dunham. Absent were Susan Grube and Jim McCue. 1. Call to Order The meeting was called to order at 7:00 p.m. 2. Recosnition of Visitors None. 3. Approval of Minutes of Meetings of January 14.2004 A motion was made by Board Member Permenter, seconded by Board Member Carroll, and unanimously carried to approve the Minutes of January 14, 2004. 4. New Business A. Tree Removal Applications 1. 877 East Coast Drive: Chair Shaughnessy advised that two palm trees were being relocated on the ~ lot. A motion was made by Board Member Permenter, seconded by Board Member Carroll, and unanimously carried to direct the Building Official to issue a permit to relocate a 14" palm and a 15" palm on site, which trees must survive for one year. 2. Lot 3, Block 144, Section H (Begonia Street near West 9"' Street): Building Official Ford advised that the applicant was not removing any protected trees and, therefore, no mitigation was required. A motion was made by Board Member Carroll, seconded by Board Member Permenter, and unanimously carried to direct the Building Official to issue a permit for the removal of trees in the interior zone, specifically a 6" oak, a 7" oak, a 9" oak, a 9" oak, a 10" oak, a 10 inch oak a 11.25" oak and a 14.5" palm with no mitigation required. 3. Tree Removal for Town Center Phase III: Building Official Ford informed the board that Public Works had planned to change their tree removal request because they had been advised by the contractor that it would be too expensive to relocate the trees and that they could not guarantee that the trees would survive. However, Public Works had since determined that they would continue with the original plan of relocating the palm trees to the other side of the street. 5. Old Business A. Tree Removal Applicafion Form: Deferred to the next meeting. B. Draft Ordinance Regarding Protected Corridor: Building Official Ford advised that the City Attorney, Alan Jensen, had some corrections to make to the draft ordinance. 6. Reports and Announcements Minutes of Tree Conservation Board January 28, 2004 Page 2 358 19`h Street: Building Official Ford distributed a final landscape plan from Coppenbarger Homes. He stated that they were required to plant 40 inches of trees. Building Official Ford will research the file to determine if there was a fine and/or a dollar value of landscaping required and bring the results of his research to the next meeting. 14 East Dutton Island Road: Building Official Ford advised that Mr. Vaughn Rivers met with him on Monday to discuss his concern with the mitigation plan approved by the Tree Conservation Board on December 10. He stated that Mr. Rivers advised him that they removed five trees, a 7" oak, a 5" oak, a 8" camphor, 4" myrtle and a 10" wild cherry. Building Official Ford stated that the Board used the numbers provided by Mr. Rivers on their memo and site plan, which were incorrect. He further advised that after examination of the site, he determined that the actual trees removed were 12" of oak and 14" of other tree. He further advised that he did not count the camphor tree because it was considered undesirable. A motion was made by Board Member Permenter, seconded by Board Member Carroll, and unanimously carried that the Building Official issue a corrected permit for the removal of 12" of oak in lieu of 24" of oak, and 14" of other hardwood in lieu of 38" of pine to be mitigated at 100 percent at $117 per inch, and that the Tree Conservation Board approve the final landscaping plan. Annual Calendar: The annual calendar was distributed. Discussion was held and it was determined that the November 24 meeting would be canceled and the December meetings would be moved to December 1 and December 15. 7.
