08-11-04 vMINUTES OF REGULAR MEETING OF TREE CONSERVATION BOARD August 11, 2004 A regular meeting of the Tree Conservation Board was held on Wednesday, August 11, 2004, at the Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Jim McCue, Bill Permenter, Building Official Don Ford and Recording Secretary Amber Lehman. 1. Call to Order The meeting was called to order at 7:OOp.m. 2. Recognition of Visitors None. 3. Auproval of Minutes of July 28, 2004 A motion was made by Board Member Bill Permenter, seconded by Board Member Jim McCue, and unanimously carried to approve the Minutes of July 28, 2004, with a change made to the minutes that included changing the six blocks of Mandalay Park to two blocks. 4. New Business A. Tree Removal Applications: 1. 594/596 Stocks Street: A motion was made by Board Member Bill Permenter, seconded by Board Member Jim McCue, and unanimously carried to direct the Building Official to issue a permit for the removal of 17.83 inches of oak and 45.53 inches of pine to be mitigated by transplanting a 7 inch oak and a 7.64 inch oak and a 6.68 oak; and protect a 10.19 inch oak and a 11.4 inch oak. 2. 574/576 Stocks Street: A motion was made by Board Member Bill Permenter, seconded by Board Member Jim McCue, and unanimously carried to direct the Building Official to issue a permit for the removal of two 10.82 inch palms and 12.10 inch pine to be mitigated by protecting a 3.8 inch oak, and a 3.18 inch oak, a 5.09 inch oak, a 4.45 inch oak, a 4.45 inch oak, and a 5.09 inch oak on site. 3. 554/556 Stocks Street: A motion was made by Board Member Bill Permenter, seconded by Board Member Jim McCue, and unanimously carried to direct the Building Official to issue a permit for the removal of a 20.06 inch pine and a 15.2 inch pine to be mitigated with a 4.14 inch and a 5.41 inch oak on site and planting two 4 inch oaks. 4. 514/534 Stocks Street: A motion was made by Board Member Bill Permenter, seconded by Board Member Jim McCue, and unanimously carried to direct the Building Official to issue a tree removal permit for the removal of 56.36 inches of pine and to be mitigated with two 5.09 inch oaks, a 3.50 inch oak, and a 5.73 inch oak on site, and to plant one 4 inch oak and one 5 inch oak on site. 5. 480/550 Stocks Street: A motion was made by Board Member Bill Permenter, seconded by Board Member Jim McCue, and unanimously carried to direct the Building Official to issue a permit for the removal of 40.11 inches of pine and 20.37 inches of oak to be mitigated by transplanting a 5.73 inch oak, protecting a 4.45 inch oak, a 3.18 inch oak, a 5.14 inch oak, and a 4.45 inch oak on site, and planting two 4 inch oaks. 6. Lots 1 and 2, Block 56, Section H (West 14th Street): A motion was made by Board Member Bill Permenter, seconded by Board Member Jim McCue, and unanimously carried to direct the Building Official to issue a permit for the removal of a 7.64 inch oak to be mitigated by planting a one 4 inch oak on site. 5. Old Business Mr. Ford stated that there will be two cases possibly going to Code Enforcement for failure to pay for mitigation. The City of Atlantic Beach will send 2"d notice, if nothing is received in 30 days this case will go to Code Enforcement Board. Mandalay Park will have a final set of plans at next meeting. 6. Reports and Announcements The City of Atlantic Beach will be hosting a reception for all board members on August 26, 2004 at the Sea Turtle Inn. 7.
