12-21-04 vMINUTES OF SPECIAL MEETING OF TREE CONSERVATION BOARD December 21, 2004 A special meeting of the Tree Conservation Board was held on December 21, 2004, in the Atlantic Beach City Commission Chambers. Present were Chair Maureen Shaughnessy, Charles Carroll, Bill Permenter, Jim McCue and Building Official Don Ford. 1. Call to Order The meeting was called to order at 4:15 p.m. 2. Recognition of Visitors Paul Finley, Construction Manager for Beaches Habitat for Humanity Gary Crumley, Landscape Architect Paul Schmidt, Environmental Engineer for RS&H 3. New Business A. Schiedel Lane: Mr. Ford stated that he has visited the site and identified several trees on the lots of this project that can be saved. Mr. Crumley stated that the trees in the driveways and right away all need to come out to accommodate sewer lines and water taps. Mr. Ford stated that the area around the retention pond has a high area with trees that could be saved. There are some trees in the right of way that are candidates to be saved as well. Mr. McCue asked Mr. Ford if he has reviewed the site grading plan and the civil engineering plan for this plan. Mr. Ford replied that there isn't a grade plan or an engineering plan. Mr. Finley stated that there is grading that has gone through public works that have been approved. McCue asked about the 3 feet of fill dirt. Mr. Finley replied that the elevation will be raised a foot or more in order to accommodate drainage in the retention pond. Mr. McCue asked whether there was any thought given to breaking up the retention basin, and have two basins instead of one on the site, therefore being able to maintain vegetation on site. Mr. Finley replied that he was not sure. He did state that the size of the pond was dictated by the amount of water that is falling into that area. If it went into half basins it would still use up the same surface area whether it was in one piece or two pieces. Mr. Ford asked Mr. Crumley why the St. Johns Water Management District would not allow a pump station on site. Mr. Crumley replied that he had just spoken with them and they said no. Mr. Ford asked if he had that in writing anywhere. Minutes of December 21, 2004, Special Meeting of Tree Conservation Board Page 2 Mr. McCue asked if there has been any thought given to having a lesser density on the property and maintaining the native vegetation. Mr. Crumley replied that they would be able to maintain more of the vegetation; however he stated that his concern is having to create wells for the trees. Mr. Permenter stated that if they are unable to save the trees then they would need to mitigate. There was discussion on how the Beaches Habitat would mitigate. Mr. Permenter stated that there will be $32, 964 dollars in mitigation the Beaches Habitat is allowed to cut down all the trees that they want. Mr. Ford stated that the other lots adjacent to this project have pine trees. Mr. Permenter stated that if the Beaches Habitat planted 2 inch pines there will be a total of 140 two inch pines to be planted. Board Member Permenter made a motion to instruct the building official to issue a tree removal permit for Schiedel Court to remove 850.5 inches of pine, and 81 inches of oak. The oak trees that are removed are to be mitigated on site with 40.5 inches of oak at a minimum of 4 inches per tree. 281.75 inches of pine will be mitigated with trees that could be saved on site, or to be planted, or to pay into the tree fund at $117.00 dollars per inch. Since the majority of the trees being planted will be pines the 10 foot separation between "'' plantings will be reduced to 5 feet. Seconded by Mr. McCue; motion carried. ,x Ms. Shaughnessy requested that Mr. Ford do an inspection of the site when the site is cleared. Mr. Ford stated that he will list everything that they are able to preserve. 4. Adjournment The meeting was adjourned at 5:17 p.m.
