02-23-05 v MINUTES OF '" REGULAR MEETING OF TREE CONSERVATION BOARD February 23, 2005 A regular meeting of the Tree Conservation Board was held on February 23, 2005 in the Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Jim McCue, Jamie Fletcher, Stephanie Catania, and Building Official Don Ford. Chuck Carroll was excused. 1. Call to Order The meeting was called to order at 7:01 p.m. 2. Recognition of Visitors None. 3. Introduction of New Board Member Chairman Shaughnessy introduced Stephanie Catania as the new board member for the Tree Board. 4. Approval of Minutes of the Meetine of October 27, 2004 A motion was made by Board Member Fletcher to approve minutes from the February 9, 2005 minutes, 2"d by Board Member Catania, unanimously carried. 5. New Business A. Tree Removal Applications 1. 493 Main Street A motion was made by Board Member Fletcher to not include the Popcorn and Rain trees for mitigation since they are considered invasive by the State of Florida, 2°d by Board Member Catania, unanimously carried. A motion was made by Board Member Fletcher to instruct building official to issue a tree removal permit for two 5.75 inch cedars, one 8.25 inch cedar, one 13 inch palm in the exterior zone, and one 16.5 inch pine in the interior zone, to be mitigated by one 11.75 inch oak tree and one 12.5 inch oak tree in the interior zone, and to remove one 7.5 inch popcorn tree, one 4.75 inch rain tree, and one 8.25 inch rain tree from the mitigation which are invasive according to state statutes, 2nd by Board Member Catania, unanimously carried.. 2. 1215 Selva Marina Circle A motion was made by Board Member McCue to instruct building official to issue a tree removal permit for one 10 inch magnolia in the interior zone with no mitigation required. Also to allow the palm trees in the interior zone to be transplanted within the interior zone, 2°d by Board Member Catania, unanimously approved. Discussion Board Member Fletcher asked a question about the 30 inch oak tree on the property. He stated that he would like to specify the oak tree as a specimen oak. Mr. Ford replied that it could be designated as a specimen oak by the tree board. If the tree board designates the oak tree as specimen tree, a letter will be mailed to the owner of the property and copies will be given to the tree board. If the oak tree is designated as a tree specimen, the tree would be protected from removal. Mr. Ford also stated that notes can be put in the tree removal permit for 1215 Selva Marina Circle that the 30 inch oak in the northeast corner is a protected tree and any pruning or cutting back needs to be approved by the tree board. Minutes of the February 23, 2005 Tree Board Meeting Also annotation can be put in the tree permit that states that the tree board is considering the tree as a specimen tree. Amended Motion Board Member Fletcher made a motion to issue the following statement in the tree removal permit. The comment would be that the 30 inch oak in the northeast corner in the interior zone is a protected oak and any pruning or cutting or uprooting of the tree must be approved by the tree board, 2"d by Board Member McCue, unanimously carried. B. Proposed Tree Canopy Ordinance Mr. Ford stated that the Proposed Tree Canopy Ordinance would be going before the City Commissioners on February 28, 2005. Mr. Ford also stated that all comments had to be submitted by the end of the business day on February 24, 2005 so that they could be on record for the City Commission meeting. Chairman Shaughnessy wished to table this item indefinitely because the Proposed Tree Canopy Ordinance in no way resembles what the Tree Board sent in January 2004. After much discussion on what the options of the tree board were, it was decided that the Tree Board would construct a letter to the City Commission outlining the major points of conflict with the original proposed canopy that was sent to the City Commission in January 2004 and the Proposed Tree Canopy Ordinance that the was dated February 2005. This letter will be submitted by the end of the business day on February 24, 2005 so that the City Commissioners will have this by the City Commission Meeting on February 28, 2005. 6.
