TREE CONSERVATION BOARD

A regulaz meeting of the Tree Conservation Boazd was held on April 13, 2005 in the Adele Grage
Cultural Center. Present were Chair Maureen Shaughnessy, Jamie Fletcher, Stephanie Catania,
Chuck Carroll, and Building Official Don Ford. Jim McCue was excused.
1. Call to Order
The meeting was called to order at 7:01 p.m.
2. Recognition of Visitors
Rusty Prittchard stated that he had a question about his approved tree permit.
3. Approval of Minutes of the Meeting of March 26, 2005
A motion was made by Board Member Catania to approve minutes from the Mazch 26, 2005
minutes, 2~' by Board Member Carroll, unanimously carried.
5. New Business
A. Tree Removal Applications
1. 1200 Mayport Road
A motion was made by Boazd Member Carroll, seconded by Board Member Catania, and
unanimously carved to instruct the Building official to issue a tree removal permit to
.,, replace 30.5 inches of water oak on site and 65 inches of other onsite to be preserved onsite
or planting new trees.
2. 33910' Street
A motion was made by Board Member Carroll, seconded by Board Member Fletcher, and
unanimously carried to instruct the Building Official to inform the owners of the property
that the request for tree removal has been deferred until storm water mitigation has been
identified on the survey at which time the proposal can be resubmitted since it affects future
possible plantings for tree mitigation.
A motion was made by Boazd Member Fletcher, seconded by Boazd Member Catania, and
unanimously carried to draft a letter to public works director requesting that all future tree
removal permits include storm water mitigation also request clarification of the storm water
mitigation policies to be provided to the tree board.
B. Proposed Tree Canopy Ordinance
Board Member Fletcher stated that Noray Winters would be coming back to Jacksonville to
conduct several focus groups for the City. Mr. Fletcher stated that he would like to present
the City Commission with a draft of the ordinance before the end of May 2005. He also
said that a separate meeting was needed just to discuss the proposed ordinance.
