REGULAR MEETING OF
TREE CONSERVATION BOARD
May 25, 2005
A regular meeting of the Tree Conservation Boazd was held on May 25, 2005 in the Adele Grage
Cultural Center. Present were Cairman Shaughnessy, Vice Chair Jim McCue, Chuck Carroll,
Jamie Fletcher, Stephanie Catania, Building Official Don Ford, and Recording Secretary Amber
Lehman.
1. Call to Order
The meeting was called to order at 7:01 p.m.
2. Recognition of Visitors
Chairman Shaughnessy welcomed Public Works Director Rick Carper, Dorothy Kerber,
Sally Clemmons, and Nole Timmerman.
3. An~roval of Minutes of the Meeting of May 11.2005 & Mav 12, 2005
A motion was made by Board Member Carroll to approve minutes from the May 11, 2005 &
May 12, 2005 meetings, seconded by Board Member McCue, unanimously carried.
4. New Business
A. Tree Removal Application
1. Lot 22, Block 8
Mr. Robert Gray submitted an application to the Tree Board to remove one 40 inch
hackberry (considered invasive), 172 inches of palm, 13 inches of maple, and 18 inches
of live oak in the interior zone and 42 inches of palm in the exterior zone due to the trees
being very close to the interior zone where the proposed house will be built.
Mr. McCue asked whether Mr. Carper had seen the property yet. Mr. Carper replied that
he had not seen the property.
A motion was made by Board Member Carroll, seconded by Board Member
Fletcher, and unanimously carried, to instract the Building official to issue a tree
removal permit to remove 172 inches of palm, one 40 inch hack berry, one 13 inch
maple, and one 18 inch live oak in the interior zone, which requires no mitigation,
and 42 inches of palm in the exterior zone to be mitigated on-site with 21 inches of
palm or pay $117.00 dollars per inch into the tree fund.
A motion was made by Board Member Carroll, seconded by Board Member
McCue, and unanimously carried to have the invasive species list of tree updated.

B. On Site Retention
Rick Carper thanked the Tree Boazd for inviting him to speak about the retention issues
in Atlantic Beach.
Mr. Carper explained to the Boazd that if a resident decides to develop or redevelop a
property, on-site retention will be required. Mr. Carper explained that the intent of the
ordinance is to prevent runoff water.
Mr. Carper also stated that it would be beneficial to the Tree Boazd if he is able to see the
proposed plans before they come to the Boazd so that he can advise where the applicant
should put the retention area(s). That way more trees could be saved.
Mr. McCue asked if there was any flexibility for a tree to be protected on a lot instead of
putting in a retention azea.
Mr. Carper responded by saying that as the Public Works Director he does have an
overriding authority to save a tree instead of making a resident put in retention areas.
Mr. McCue asked Mr. Carper if something should be added to the Tree Board application
that the applicant should go to public works before coming to the Tree Board.
Mr. Carper agreed that something should be added.
A motion was made by Board Member Carroll, seconded by Board Member
Fletcher, and unanimously carried to add under item lA of the Tree Board
Application that states Retention/Detention Areas (Reference Land Regulations 24-
66b).
C. Proposed Tree Ordinance
Chairman Shaughnessy stated that the Meeting on May 12, 2005 was very good and she
was very happy for all of the public input. Chairman Shaughnessy stated that the Tree
Boazd needs to review the proposed changes that were made to the ordinance and if there
are any further changes that needed to be made, send the changes to Amber Lehman by
Tuesday May 31, 2005 so that she can make the necessary changes before the City
Commission Meeting.
