TREE CONSERVATION BOARD
July 13, 2005
A regular meeting of the Tree Conservation Board was held on July 13, 2005 in the Adele Grage
Cultural Center. Present were Chair Maureen Shaughnessy, Jamie Fletcher, Stephanie Catania,
Chuck Carroll, Jim McCue, Building Official Don Ford and Recording Secretary Amber
Lehman.
1. Call to Order
The meeting was called to order at 7:01 p.m.
2. Recognition of Visitors
Chairman Shaughnessy recognized Michael Hoffmann of 176 Camelia Street and
Dorothy Kerber.
3. Approval of Minutes of the Meeting of June 22.2005
A motion was .made by Board Member Catania to approve minutes from the June 22, 2005
minutes, 2°d by Board Member Fletcher, unanimously carried.
4. New Business
A. Tree Removal Applications
1. Dormers R/P Pt. Lot 2
Ms. Elsie Thomas (present at meeting) submitted an application to the tree board to
remove several trees from her lot to construct a modular duplex. Ms. Thomas stated that
the trees that she is requesting to be removed from her lot are not in the back yard but in
the front yard due to the trees being too close to the proposed foundation.
Chairman Shaughnessy stated that the interior and exterior lines were not annotated on
the site plan.
A motion was made by Board Member McCue, seconded by Board Member
Fletcher ,and unanimously carried to instruct Ms. Thomas to resubmit her tree
removal application showing the interior and exterior lines on the site plan.
2. Lot 5 Blk 148 Section H at Camelia & West 6`~ Street
Mr. William Stang (absent from meeting) submitted an application to the tree board to
remove several trees from his lot so that a single family dwelling can be constructed.
A motion was made by Board Member Carroll, seconded by Board Member
Fletcher, and unanimously carried to instruct the Building Official to issue a tree
removal permit to remove two 3 inch magnolias and one 5 inch magnolia from the
exterior zone, and one 18 inch laurel oak, one 19 inch laurel oak, one 9 inch scrub
oak, 3 ten inch laurel oaks, one 18 inch laurel oak, and one 19 inch laurel oak to be
removed from the interior zone with no mitigation required.
3. 105 6te Street West, Lot 1
Mr. Grant Dusen (absent from meeting) submitted an application to the tree board to
remove several trees to build a single family dwelling. Mr. Dusen has purchased 61ots
that connect on 105 6t'` Street West, Lots 1-6.
A motion was made by Board Member McCue, seconded by Board Member
Carroll, and unanimously approved to instruct the building official to have the
applicant resubmit his tree removal application for Lot 1 to annotate on the site
plan all trees under 6 inches.
4. 105 6~ Street West, Lot 2
A motion was made by Board Member Carroll, seconded by Board Member
McCue, and unanimously carried to instruct the building official to issue a tree
removal permit for one 16 inch pine, one 13.5 inch pine, one 13 inch pine, one 19
inch pine, and one 7 inch bay all located in the interior zone with no mitigation
required.
5. 105 6`" Street West, Lot 3
A motion was made by Board Member Carroll, seconded by Board Member
McCue, and unanimously approved to instruct the building official to issue a tree
removal permit for one 6.5 inch bay, one 14 inch pine, and one 12.5 inch pine all
located in the interior zone to be mitigated with 10 inches of hardwood by
identifying a number of trees equaling 10 inches on site or pay into the tree fund at
$117 dollars per inch.
6. 105 6`~ Street West, Lot 4
A motion was made by Board Member Carroll, seconded by Board Member
Fletcher, and unanimously approved to instruct the building official to issue a tree
removal permit for two 11.5 inch pines, one 15 inch pine, one 9.5 inch pine, one 14
inch pine, one 16 inch pine, and one 16.5 inch pine all located in the interior zone
with no mitigation required.

,, 7. 105 6`h Street West, Lot 5
A motion was made by Board Member Catania, seconded by Board Member
Carroll, and unanimously approved to instruct the building official to issue a tree
removal permit for five 11 inch pines located in the ezterior zone to be mitigated
with one 15 inch pine, and to remove one 16 inch pine, one 12 inch pine, and one 9.5
inch pine located in the interior zone with no mitigation required.
8. 105 6`~ Street West, Lot 6
A motion was made by Board Member Fletcher, seconded by Board Member
Carroll, and unanimously approved to instruct the building official to issue a tree
removal permit for three 11.5 inch magnolias, and one 10.5 inch pine located in the
interior zone to be mitigated with one 7.5 inch pine and one 7.5 inch bay, and to
remove one 15.5 inch palm, and one 12.5 inch pine located in the interior zone with
no mitigation required.
B. Carol Varney Letter
Ms. Carol Varney submitted a letter that she had sent to her neighbor behind her
addressing the neighbor cutting down trees that were on her property. Ms. Varney stated
that the neighbor cut down seven large fully mature wax myrtles that acted as a privacy
barrier between Ms. Varneys house and the neighbors. Ms. Varney also requested that
the neighbor replant trees in the place where her wax myrtles used to be. Ms. Varney
asked if the board would write a letter to the neighbor stating that they frowned upon such
an act and state that they were dismayed of the neighbor cutting down such beautiful trees
that were not even on her property.
A motion was made by Board Member McCue, seconded 6y Board Member Carroll
and unanimously carried to write a letter to Mr. & Mrs. Sternfeld regarding the
cutting of the trees on Ms. Varney's property and request that they replace the trees
with the recommended trees on the Gst that Ms. Varney provided.
C. 1800 Sevilla Blvd. Tree Removal without permit.
Mr. Ford stated that this item was supposed to be addressed by the board, however, the
applicant did not get his tree removal application in on time. This item will be addressed
at the next meeting.
5. Old Business
Mr. Ford stated that the proposed changes to the tree ordinance had been given to
the City Commissioners.
