07-27-05 vMINUTES OF REGULAR MEETING OF TREE CONSERVATION BOARD July 27, 2005 A regular meeting of the Tree Conservation Board was held on July 27, 2005 in the Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Jamie Fletcher, Chuck Carroll, Building Official Don Ford and Recording Secretary Amber Lehman. 1. Call to Order The meeting was called to order at 7:05 p.m. 2. Recognition of Visitors Homeowners association of 1800 Sevilla Blvd. 3. Approval of Minutes of the Meeting of June 22, 2005 A motion was made by Board Member Carroll to approve minutes from the July 13, 2005 minutes, 2°d by Board Member Fletcher, unanimously carried. 4. New Business "'` A. Tree Removal Applications 1. Lot 689 in Section No. 3 Anthony Middelton, 115 5th Ave South, stated that he wanted a tree removal permit to remove several trees out of this lot so that he can construct a single family dwelling. A motion was made by Board Member Carroll, seconded by Board Member Fletcher, unanimously approved to instruct the building official to issue a tree removal permit for 12 inches of pine, 11.5 inches of magnolia, and 16.5 inches of tupelo, and to be mitigated with 19 inches of maple, 11 inches of tupelo, and 10 inches of oak to be planted onsite. 2. 350 6th Street Robert Gray, 350 6`h Street stated that the tree surgeon that he had hired to cut down the trees that he had a permit for, accidentally cut down tree that were not permitted for removal. Mr. Carroll asked if Mr. Gray could replant trees in the same area as the trees that were taken out accidentally. Mr. Gray replied that he can replace the trees with whatever the board wants. Mr. Carroll asked if Mr. Gray could return to the board with a site plan with what he wants to replace the trees with. July 27, 2005 Tree Boazd Minutes 1 A motion was made by Board Member Carroll, seconded by Board Member Fletcher, motion unanimously approved to recommend the building official to coordinate site plan with Mr. Gray for mitigating the 7 trees that were accidentally taken out by the tree surgeon. 3. 1800 Sevilla Blvd. Harold Dire, maintenance supervisor stated that Mr. Caruthers noticed two dead trees on the property that needed to be taken down. Mr. Caruthers stated that be was not aware of having to obtain a tree removal permit for dead trees. One of the members of the Home Owners Association board stated that the trees were a hazard. All five people of the Home Owners Association agreed that the trees were dead. They all agreed that the trees needed to a taken down immediately. Mr. Ford stated that the home owners association does not own the property, Mr. George Bull owns the property. Mr. Dire stated that he had spoken with Mr. Bull and he had no problem with the removal of the two dead oak trees. Chairman Shaughnessy stated that she would like to have something in writing stating that he approved the removal of the trees. A motion was made by Board Member Fletcher, seconded by Board Member Carroll, motion unanimously approved to instruct Mr. Dire, maintenance supervisor, request a letter of approvaVdisapproval from Mr. Bull the owner of the property for the removal of 2 oak trees located behind the recreational building, and that this letter be received within 30 days. 4. 1968 Francis Ave Ms. Elsie Thomas (present at meeting) submitted an application to the tree board to remove several trees from her lot to construct a modular duplex. This is the second time Ms. Thomas has submitted her site plan. A motion was made by Board Member Carroll, seconded by Board Member ,, Fletcher, motion unanimously approved to instruct the building official to issue a tree permit for removal of one 18 inch pine, one 20 inch pine, one 22 inch pine, one 8 inch maple, one 10 inch maple, one 12 inch maple, and one 20 inch thatch palm to be mitigated onsite or adjacent lot #9 with existing trees. Dormers Replat Dutton Island Drive Stephen Mabry, 1805 1St Street, (not present at meeting) is requesting a tree removal permit for numerous trees to construct a new town home. Ms. Shaughnessy stated that the site plan did not annotate interior and exterior setbacks. A motion was made by Board Member Fletcher, seconded by Board Member Carroll, and unanimously carried to instruct Ms. Thomas to resubmit her tree removal application showing the interior and exterior lines on the site plan. B. Mike Hoffman Letter Mr. Hoffinan, 176 Camelia Street stated that he attended the Community Development Board on July 19, 2005 and stated his concerns about the CDB board moving in favor of the city selling 4 parcels of land on West 1St Street near Tideviews. He also stated that the CDB board will be revisiting this issue again at the August meeting. Mr. Hoffman's concern is losing the tree buffer. Mr. Hoffman stated that he sees the city selling off this parcel of land because of the crime in Tideviews. The city has proposed that they will lease one of the lots to a police officer to help deter crime. Mr. Hoffman believes that there are other ways to deal with crime, than tearing down the tree buffer and selling the parcels of land. Mr. Hoffman also stated that the tree barrier is crucial for the quality of life of the residents. Mr. Carroll asked Mr. Hoffman if he had contacted and official regarding this proposal. Mr. Hoffman replied by saying that he had not heard back from any of the Commissioners, but had heard from Mr. Hansen. Sally Clemmons, 1638 Park Terrace Place West, made a suggestion that the tree board could write a letter to the Community Development Board stating that leaving the tree barrier would enhance the neighborhood. A motion was made by Board Member Carroll, seconded by Board Member Fletcher, motion unanimously approved to instruct the building official to draft a ,,. letter to the Community Development Board recommending that the tree buffer on West lsc Street and Begonia Street be preserved and that this preservation is consistent with the current tree ordinance 23-15. Carol Varney Letter Mr. Ford presented a draft letter to Mr. Sternfeld in response to the letter from Carol Varney about Mr. Sternfeld cutting down several fully mature wax myrtle trees on Ms. Varney's property.
