08-10-05 vMINUTES OF REGULAR MEETING OF TREE CONSERVATION BOARD August 10, 2005 A regular meeting of the Tree Conservation Board was held on August 10, 2005 in the Adele Grage Cultural Center. Present were Jamie Fletcher, Chuck Carroll, Jim McCue, Building Official Don Ford and Recording Secretary Amber Lehman. 1. Call to Order The meeting was called to order at 7:01 pm. 2. Recognition of Visitors 3. Aunroval of Minutes of the Meeting of July 27, 2005 Boazd Member Fletcher stated that after reviewing the minutes he had one change to make. In reference to the next step with Mr. Hoffinan and his issue with the 41ots on West 1 S` Street that will be sold, Boazd Member Fletcher made the motion to submit a letter regarding the properties to the CDB boazd instead of Board Member Carroll. A motion was made by Board Member Carroll to approve minutes with the changes made to motion regarding a letter to the CDB board from the July 27, 2005 minutes, 2°d by Board Member Catania, unanimously carried. 4. New Business A. Tree Removal Applications 1. Donners Replat Dutton Drive, Lot 7 Steve Mabry, 1805 1 S` Street, requested a tree removal permit for several trees in both the interior and exterior zones to construct a new home. A motion was made by Board Member Carroll, seconded by Board Member Fletcher, unanimously approved to instruct the building official to issue a tree removal permit for one 20 inch sweet gum, and one 20 inch bay in the interior zone, and sweet gum 20 inch and 20 inch bay, in the interior zone, and two nine inch maples, one 11 inch bay, one 14 inch maple, one siz inch sweet gum, one 13 inch live oak, one 10 inch live oak, one 10 inch maple, one 6 inch maple, and 34 inches of a maple cluster in the exterior zone, to be mitigated on site with 11.5 inches of oak, 57 inches of hardwood, and 20 inches of other . August 10, 2005 Tree boazd Minutes 2. 2234 Ocean Walk Drive West Mark Carroll (not present) is requesting a tree removal permit for 3 palm tress with widths ranging from 12-18 inches in the exterior zone to construct a home addition on his residence. Board Member Catania, seconded by Board Member Carroll„ motion unanimously carried to instruct the Building Official to issue a tree removal permit for three eighteen inch palm trees in the exterior zone, to be mitigated onsite with three 12 inch palms. 3. 1800 Sevilla Blvd. Mr. Ford stated that George Bull has submitted a letter stating that he did allow the home owners association of 1800 Sevilla Blvd cut down two diseased trees located by the recreational facility. Mr. Ford also stated that the association did not get a tree removal permit for the removal until after the trees were already removed. 5. Old Business Mr. Ford stated that 1VIr. Sternfeld responded to the letter from the tree board in regards to the illegal cutting of Ms. Varneys wax myrtles. In the letter Mr. Sternfeld states that they have always intended on replacing the trees that his wife cut down on Ms. Varneys property. Board Member McCue asked if the Tree Board should suggest any punishment for the Sernfelds taking down the trees. Board Member Carroll replied that this is more a civil matter than local government. Mr. Ford stated that home owners need to be educated about the removal of trees. He also stated that maybe having an article in the Tideviews would be an idea to inform homeowners. Reports and Announcements Board Member Fletcher stated that he attended the last City Commission Meeting and he stated that the Mayor said in response to Mr. Hoffman and his letter that citizen groups (Tree Board) should not be involvolved in Commission business. Mr. Ford stated that the staff has had meetings about the particular lots that the city is intending to sell and the communication has been open about saving trees. Board Member McCue asked if the Tree Board could get a copy of the staff minutes. Board Member Fletcher also stated that the Home Owners Association of Ocean Walk has incorporated several good ideas. The association is establishing a panel of 4 master arborist and making them available to the residents. The assocaiton felt that all of the arborist should agree on criteria for the removal of trees. 7. Adjournment The meeting was adjourned at 7:52 p.m. Maureen Shaughnessy, Chair
