01-25-06MINUTES OF "` REGULAR MEETING OF TREE CONSERVATION BOARD January 25, 2006 A regular meeting of the Tree Conservation Board was held on January 25, 2006 in the Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Jim McCue, Chuck Carroll, Stephanie Catania, Carol Varney, Building Official Don Ford and Recording Secretary Amber Lehman. 1. Call to Order The meeting was called to order at 7:02 p.m. 2. Recognition of Visitors None. 3. Approval of Minutes of the Meeting of January 11, 2006 A motion was made by Board Member McCuel to approve minutes from the January 1 1, 2006 minutes, 2"d by Board Member Carroll, unanimously carried. 4. New Business A. New Board Member Chairman Shaughnessy welcomed Carol Varney as the newest member of the Tree Board. B. Tree Removal Applications 1. Lot 1, Block 8 Ocean Grove, Unit 1 Hong Tu, 5007 Riverpoint Road, (absent from meeting) submitted a tree removal application to remove several trees from the lot so that a single family dwelling can be constructed. Dave Killian, 74 17t~ Street (representing Mr. Tu) stated that on the tree removal application, a china berry was listed as a tree to be removed. Mr. Killian stated that the china berry appears to be dead. Chairman Shaughnessy stated that she looked at the tree and informed Mr. Killian that the tree was not a China Berry. A motion was made by Board Member Carroll, seconded by Board Member McCue, unanimously approved to instruct the building official to issue a tree removal permit for 9 inches of unknown species, two 5 inch hardwoods, and one 4 inch hardwood, all located in the exterior zone, and 106 inches of palm all located in the interior zone to be mitigated on site. 2. Lots 4, 5, and 6, Block 144, Begonia Street A motion was made by Board Member McCue, seconded by Board Member Carroll, motion unanimously approved to instruct the applicant /developer to rework submission of the tree removal permits with scalable drawings that annotate interior and exterior zones, and also inform the applicant that his presence is requested at the next Tree Board Meeting so that the applicant can better explain his request. Proposed Tree Ordinance The board members stated that they had not received the proposed tree ordiance nor had they recienved the schematics with the breakdown of the ordinance. Mr. Ford stated that he would email the two documents the next day so that the board will be prepared for the next meeting. 5. Old Business Mr. Ford stated that the owner/developer of 6t" Street and Stocks has been out of town and was not aware of any contractors cutting down trees that were not apart of the tree survey. Mr. Ford also stated that he would be meeting with the developer/owner on Friday January 27, 2006 and invited Chairman Shaughnessy to attend the meeting so that she may voice her concerns. 6. Reports and Announcements Mr. Ford stated that he would be retiring from Atlantic Beach on February 10, 2006. 7.
