02-08-06MINUTES OF REGULAR MEETING OF TREE CONSERVATION BOARD February 8, 2006 A regular meeting of the Tree Conservation Board was held on February 8, 2006 in the Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Jim McCue, Chuck Carroll, Stephanie Catania, Carol Varney, and Recording Secretary Amber Lehman. 1. Call to Order The meeting was called to order at 7:OOp.m. 2. Recognition of Visitors None. 3. Approval of Minutes of the Meeting of January 25, 2006 A motion was made by Board Member Carroll to approve minutes from the January 25, 2006 minutes, 2°d by Board Member Catania, unanimously carried. 4. New Business A. Tree Removal Applications ,,, 1.32911th Street Robert Hamil, 160 11th Street, stated that he wanted a tree removal permit to remove several trees out of this lot so that he can construct a single family dwelling. A motion was made by Board Member Carroll, seconded by Board Member McCue, unanimously approved to instruct the building official to issue a tree removal permit for two 10 inch savannah holly's, one 17 inch china berry, tow 13 inch palms, one 15 inch palm, one 16 inch palm, on 17 inch holly, one 13 inch holly all in the interior zone, and two 15 inch palms, one 16 inch palm and one 18 inch palm all located in the exterior zone, to be mitigated onsite with 7.5 inches of palm and 9 inches pine or pay into the tree fund. 2. Lot 1, Block 126 Section H, 6th Street Larry Smallwood, representing R/E Home Investments, stated that his requesting a tree removal permit to remove several trees from his lot so that a new home can be constructed. A motion was made by Board Member McCue, seconded by Board Member Carroll, unanimously approved to instruct the building official to issue a tree removal permit for one 3.82 inch oak, one 3.18 inch oak, one 5.73 inch oak, and one 3.98 inch oak all located in the exterior zone, and one 5.73 inch oak, and one 4.14 inch oak located in the interior zone to be mitigated on site with 3.8 inches of oak. 3. Lot 2, Block 126 Section H, 6th Street '"' Larry Smallwood, representing R/B Home Investments, stated that his requesting a tree removal permit to remove several trees from his lot so that a new home can be constructed. A motion was made by Board Member McCue, seconded by Board Member Carroll, unanimously approved to instruct the building official to issue a tree removal permit for one 11.46 inch maple, and one 8.59 inch oak located in the exterior zone, to be mitigated on site with one 10.5 inch oak and one 5.14 inch oak. 4. Lot 3, Block 126 Section H, 6`6 Street Larry Smallwood, representing R/E Home Investments, stated that his requesting a tree removal permit to remove several trees from his lot so that a new home can be constructed. A motion was made by Board Member McCue, seconded by Board Member Carroll, unanimously approved to instruct the building official to issue a tree removal permit for one 19.74 inch pine, one 10.19 inch oak located in the interior zone, and one 6.84 inch oak, one 15.92 inch oak, one 3.82 inch oak, one 5.73 inch oak, and one 22.6 inch pine located in the exterior zone to be mitigated on site with 6 inches of oak, and 11.3 inches of pine. 5. Lot 4, Block 126 Section H, 6`6 Street Larry Smallwood, representing 1Z/E Home Investments, stated that his requesting a tree removal permit to remove several trees from his lot so that a new home can be constructed. A motion was made by Board Member Carroll, seconded by Board Member McCue, unanimously approved to instruct the building official to issue a tree removal permit for one 10.82 inches of oak to be transplanted onsite in the exterior zone. .,, 6. Lot 1, Selva Marina ,Unit 10-A Alan Gasparovic (not present) submitted a tree removal application to remove several trees from his lot so that a new home can be constructed. A motion was made by Board Member McCue, seconded by Board Member Carroll to instruct the building official to advise the applicant to resubmit the application with a detailed list of what trees need to be removed and also have the interior and exterior zones. 5. Prouosed Tree Ordinance A motion was made by Board Member McCue, seconded by Board Member Carroll, unanimously approved to have Board Member Varney write a letter to the City Commission addressing concerns about the mandated retention areas clashing with tree preservation. The letter to ask the council to consider any compromise which may benefit the retention and simultaneous tree preservation. 6. Old Business None. 7.
