TREE CONSERVATION BOARD

1. Call to Order
The Tree Conservation Board meeting was called to order at 7:00 p.m.
2. Recognition of Visitors
None.
3. Approval of Minutes of the Meeting of February 8, 2006
Chairperson Shaughnessy asked the Board to review the minutes from February 8, 2006.
Public Works Director Rick Carper advised the Board of plans to change the procedure
for submitting the minutes for the City web page. Rick Carper would like to review the
minutes before posting on the web site. A motion was made to approve the minutes for
February 8, 2006, and the motion unanimously carried.
4. New Business
Rick Carper informed the Board there are no new tree removal permit applications to
consider. The Board addressed concerns about the applications for tree removal permits
and the need for corrections. The need for better communication between applicants and
utilities should be addressed on the new forms. Rick Carper reviewed the process for
obtaining permits from the City web site with the Board. Board members inquired about
the status of the proposed revision to the tree ordinance for the City of Atlantic Beach.
Rick Carper indicated that recommendations are under review, and the fee structure will
change.
5. Old Business
The Board discussed the policy of on site water retention and how it applies to various
areas throughout the City. Several Board members expressed concern over retention
areas clashing with tree preservation. The Board agreed that better documentation by
building officials would help track unauthorized tree removal. The Board relies on input
from residents regarding non compliance and members agreed that new construction
should expect a follow up visit from a City official. Rick Carper informed the Board of
the limited staff in the Building Department at this time.

6. Reports and Announcements
Rick Carper informed the Board that Susan Gorman will assume secretarial duties for
future Tree Conservation Board meetings.
7. Adjournment
A motion was made to adjourn the meeting at 8:05 p.m. and the motion unanimously
carried
