REGULAR MEETING OF THE
TREE CONSERVATION BOARD
March 22, 2006
A regular meeting of the Tree Conservation Board was held Wednesday, March 8, 2006
at the Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Charles
Carroll, Jim McCue, Carol Varney, Stephanie Catania, Recording Secretary Susan
Gorman, Public Work Director Ricker Carper was excused.
1. Call to Order
The meeting was called to order at 7:00 p.m.
2. Recognition of Visitors
None. Chair Shaughnessy introduced Bryan Burke, landscape architect for Community
Presbyterian Church, to the Board.
3. Approval of minutes of Meeting of March 8, 2006
A motion was made by Board Member Jim McCue to approve the minutes. Chuck
Carroll requested that the minutes from March 8`h reflect the consensus by the Board to
increase the cost of clear cutting. Board Members agreed and Recording Secretary
Gorman noted the change. Chairperson Shaughnessy signed the minutes from March 8,
2006.
4. New Business
A. Tree Removal Applications
The Board reviewed four applications for tree removal in Atlantic Beach. Bryan Burke,
landscape architect designer spoke before the Board regarding the tree removal permit for
Community Presbyterian Church at 150 Sherry Drive. Mr. Burke explained the need for
removing the specified trees in order to remodel the church. Chairperson Shaughnessy
advised Mr. Burke of the need for a list of the trees in the exterior zone with a diameter
larger than six inches, and advised that hardwoods must be replaced with hardwoods.
Mr. Burke indicated that construction isn't scheduled to begin before the summer of
2006. Board members inquired about the specific types and dimensions of all the trees
marked for removal. A motion was made by to table the permit application until a more
detailed site plan is provided. The motion carried unanimously. The Board next
reviewed the application for Lot 1, Selva Marina Unit 10-A (400 Block of Saturiba
Drive). Board Members reviewed the owner's plan and a motion was made to table the
application with a request for a possible revision to the design in order to save the Live
Oak at the front of the property and to request more specific details regarding the Palm
trees marked for removal in the interior zone. The motion carried unanimously. Board
Members reviewed the application for 523 Clippership Lane and expressed concerns over
possible code violations. The Board questioned the choice of replacement trees. A
motion was made to request that a City Official visit the site and determine if code
guidelines have been ignored and the application should be tabled until diameter and
choice of replacement trees can be determined.. The motion was seconded and carried
unanimously. The Board would like a report from the Building Official before making a
decision. The Board agreed the replacement trees must be at least 3inches in diameter.
Chairperson Shaugnessy noted the absence of the applicants. Board member reviewed
the application for Lot 18, Oceanwalk unit 3. A motion was made to approve the
application and was seconded. The motion carried unanimously.
5. Old Business
Board members decided to delay further discussion regarding permit application revision
and changes to the Ordinance until they meet again with Public Works Director Rick
Carper.
6.Reports & Announcements
Chairperson Shaughnessy informed the Board of her involvement with St. John's River
Keeper and provided details concerning the organization.
7.Adiournment
A motion was made to adjourn the meeting at 8:00 p.m. and was seconded, and
unanimously carried.
