04-26-06 MINUTES OF THE REGULAR MEETING OF THE TREE CONSERVATION BOARD Apri126, 2006 A regular meeting of the Tree Conservation Board was held Wednesday, April 26, 2006 at the Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Charles Carroll, Jim McCue, Stephanie Catania, Public Work Director Rick Carper, and Recorder Secretary, Susan Gorman. Board Member Carol Varney was excused. 1. Call to Order The meeting was called to order at 7:00 p.m. 2. Roll Call Carol Varney/excused 3. Recognition of Visitors None. 4. Approval of Minutes of March 22, 2006 Regular Meeting -The April 12`h meeting was cancelled because of the lack of a quorum. Chuck Carroll noted a correction regarding his name in the minutes from March 22, 2006, but motioned to approve, Jim McCue seconded and the motion carried unanimously. Secretary Gorman noted the correction. 5. New Business a. Tree Removal Permit Applications i. 523 Clippership Lane Mr & Ms. Ray Brown addressed the Board. Jim McCue questioned the selection of the replacement trees, and the method of removal. Mr. Brown explained the removal of two pines was for the purpose of building a pool. Rick Carper inspected the area when informed that trees were being removed and stated a pool permit wasn't under review at this time. Chairperson Shaughnessy advised the Browns that replacement .., trees must be 3 inches in diameter. (Correction: Tree Code 23-17 (e) (2) requires new repalcement trees bea minimum 2" caliper; existing trees used for Page 2. Apri126, 2006 ii.Community Presbyterian, 150 Sherry Drive Brian Burke addressed the Board. Rick Carper reviewed the revised tree list presented by Mr. Burke. Carper noted the difference between the trees listed on the site plan and the survey. Motion: To approve per the plan, La-1 3/24/06 (see attached) total. McCue asked about the landscape plan. Mr. Burke pointed out the plan for grouping the palms and explained the need to remove certain trees. The Youth Hall expansion will require the removal of a few trees. Mr. Burke stated his sensitivity to drainage concerns. A total of 97 inches to be removed. Jim Mcue motioned to grant a tree mitigation permit to 150 Sherry Dr. for the revised plan on LA4 , LA1 ,dated 3/24/06. Stephanie seconded, the motion carried unanimously. iii.Lot 7 Ocean Breeze (2300 Block Ocean Breeze Court) Richard Thompson, contractor for the property owner addressed the Board and responded to questions regarding guidelines for construction along the coastline. The permit before the Board was signed by the contractor but not the owner. Chuck Carroll motioned to approve the permit, allow clearing of all trees listed, with mitigation of the trees in the exterior zone with 20 inches of Oak and 15 inches of any hardwood. All other trees on the application can be removed without mitigation The Board requires a letter from the neighbor of the owner/applicant with regard to the removal of the two Oaks that don't appear on the survey. Jim McCue seconded and the motion unanimously carried. iv. 719 Atlantic Blvd. -Dunkin' Donuts Brea Paul, addressed the Board and responded to questions. The application calls for transplanting a cluster of four Palms to the northeast corner of the property for the purpose of installing a driveway for customers to exit on to Sailfish Drive. Stephanie Cantanio motioned to approve the permit, Jim McCue seconded ,the motion carried unanimously. v. Lot 22-Oceanwalk Unit Two (2200 Block of Oceanwalk Dr. W.) The revised plan for tree removal for this location was submitted by the contractor for Custom Homes. The contractor consulted with Rick Carper regarding the revisions. The plan requires the removal of a 32" Oak from the lot. Chuck Carroll motioned to issue a permit for removal of all the trees indicated on the application. Tree Removal Permit Application Revisions Board Members expressed concerns about the inconsistencies with the permit applications. Rick Carper agreed with their concerns and shared his ideas to develop a more uniform document. b. Board Members expressed interest in the proposed ordinance changes and hope to develop policies that will stress accountability for tree clearing without permits. 6.Reports and Announcements Jim McCue suggested the Board should request Arborist Early Piety to address concerns and questions. Rick Carper advised the Board to call a special meeting to follow the cancellation of a regular meeting in order to comply with City Code. Permit Applications must be considered for approval within the specified time frame. Board Members requested Agenda Packets and would like to receive their packets several days in advance of the scheduled meeting. Chuck Carroll informed the Board that he would not attend the next scheduled meeting in May. Rick Carper advised the Board of plans to find a replacement for Secretary Susan Gorman in the near future. 7.
