05-24-06 MINUTES REGULAR MEETING OF TREE CONSERVATION BOARD May 24, 2006 7:00 PM Adele Grage Cultural Center A regular meeting of the Tree Conservation Board was held Wednesday, May 24, 2006 at the Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Jim McCue, Carol Varney, Stephanie Catania, Public Works Director Rick Carper, Recording Secretary Susan Gorman, Charles Carroll was excused. 2. Recognition of Visitor:;: None. Chair Shaughnessy introduced Chuck Kennedy with Beaches Habitat. 3. Approval of Minutes A motion was made by Board Member Jim McCue to approve the minutes of April 26, 2006. Stephanie Catania seconded and the motion carried unanimously. 4. New Business The Board reviewed four permit applications for tree removal in Atlantic Beach: a. 88/90 Ardella Road -Chuck Kennedy with Beaches Habitat took questions from the Board. Chair Shaughnessy expressed concern regarding a Sycamore located at the left rear of the property. The Board agreed to allow removal of the dying Sycamore without mitigation. Board Members agreed with the proposed list of trees marked for removal in the interior zone. The Board factored a total of 48 inches of hardwood be mitigated in the exterior zone, replacing 22 inches of Pine and 26 inches of Maple. Jim McCue motioned for the Board to ask the Building Official to approve tree removal and mitigation as stated on the permit application for Beaches Habitat located at 88/90 Ardella Rd. Stephanie Catania seconded and the motion carried unanimously. b.28 Dudley Street -Board Members reviewed a permit application for tree removal on commercial property, future site for new church (New Friendship Missionary Baptist Church) along with proposed mitigation for (4) Palms, (3) Pecans in the interior zone and (2) Oaks in the exterior. Carol Varney motioned to request the Building Official to approve tree removal and mitigation as stated on the permit for 28 Dudley Street. Jim McCue seconded and motion was approved unanimously. Page 2. May 24, 2006 c. 2325 Oceanforest Drive West -Jim expressed concern with the site plan and Rick Carper explained the plan requires tree removal for a house addition with pool. Board Members agreed the site plan is confusing and should be resubmitted. Some protected trees were not shown on the plan and the interior / exterior zones were not clearly marked. Additionally, trees to be removed or protected were not marked in the manner required by the application on the site plan or on the lot. Jim McCue motioned that Mr. Bloom resubmit a plan for 2325 Oceanforest Dr. for clarification. Carol Varney seconded and motion carried unanimously. d. 1766 Beach Ave. -Mark Cantrell representing the owner explained his plan to remove and replace (5) Falms, located irrthe exterior and interior zones for the purpose of a pool at the rear property line. Chair Shaughnessy suggested the plan should maintain the row of Ligustrums along the back property line if possible. Stephanie Catania motioned to approve removal and mitigation as stated on the permit application for 1766 Beach Ave. Jim McCue seconded, motion carried unanimously. S.OId Business ~„ Board members reviewed revisions to the new permit applications and Rick Carper noted Carol Varney's editorial corrections to existing Code. Jim McCue urged the Board to require clear boundary surveys to accompany permit applications. Rick Carper informed the Board of plans to announce the revised Tree Removal Permit Application form in the Tideviews Newsletter. 6.Reports and Announcements Board Members discussed various areas in Atlantic Beach where the loss of trees resulted from recent construction. Concerns were expressed over how severely topped off the Crape Myrtles were this spring at the Post Office on Mayport Road especially along the southern property line backing up to people's homes. It was noted that new signage at the BP located on Mayport Road resulted in the drastic cutting back of an oak in the city right of way. Jim McCue advised the Board that Early Piety will address the Board at a later date (Scheduled for June 28~' meeting, to be held in Commission Chambers), but stressed the importance of consulting with the Arborist. 7.
