06-13-06 MINUTES OF THE REGULAR MEETING OF THE TREE CONSERVATION BOARD June 13, 2006 A regular meeting of the Tree Conservation Board was held Tuesday, June 13, 2006 at the Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Charles Carroll, Jim McCue, Stephanie Catania, Public Work Director Rick Carper. 1. Call to Order The meeting was called to order at 7:15 p.m. 1. Roll Call 2. Recognition of Visitors None. 3. Approval of Minutes of May 24, 2006 Regular Meeting. Stephanie Catania motioned to approve the minutes from the May 24, 2006 Regular Meeting, Chuck Carroll seconded and motion passed unanimously. 4. New Business a. Tree Removal Permit Applications a. Dewees Court Larry Smallwood, building contractor for new construction located at Ocean Grove Drive, Lot 6, Block 4, Unit 1, responded to questions from the Board. Mr. Smallwood indicated that plans are incomplete at this time, but would like to clear trees in the interior zone and remove an 8" Oak on the City Right of Way. Rick Carper assured the Board that construction will provide an on site retention plan and that Mr. Smallwood has complied with requests for updates. Stephanie motioned to request the Building Official to approve the permit to remove a 52" Triple Oak and an 8" Oak in the exterior zone, a total of 30 inches to be mitigated by payment to the Tree Fund at the rate of $117.00 per inch, for an amount of $3,510.00 and to approve removal of one 15" Palm and two 14" Palms not requiring mitigation. Jim McCue seconded and the motion passed unanimously. b. 2257 Oceanforest Drive West Jack Varney addressed the Board and explained his request to remove several Laurel Oaks and a Cabbage Palm in order to shift his driveway for reasons of safety and to avoid a 28" Live Oak located in the area. The Board determined that no mitigation is really required. Rick Carper stated that trees designated for mitigation are protected and difficult to track if located in the interior zone. A motion was made by Jim McCue to ask the Building Official to approve a tree removal permit fora 24" Laurel Oak, 17"Laurel ~`' Page 2. June 13, 2006 Oak, 16" Laurel Oak, 15" Laurel Oak and a 10" Cabbage Palm. Chuck Carroll seconded, motion carried unanimously c. 2325 Oceanforest Drive West Mr. Richard Bloom addressed the Board and explained his request to remove trees primarily in the interior zone in order to add a pool and make additions to the existing structure. Chuck Carroll motioned to request the Building Official to issue a permit to remove and mitigate 28" of new Oak trees in the interior zone. Jim McCue seconded, motion carried unanimously. Unauthorized Tree Removals/Impacts Rick advised Board Members that BP management bought and planted a tree for replacement, but a section of the tree that was cut without permit remains and may survive. The BP station is located at Mayport and Plaza. 5. OLD BUSINESS a. Discussion of Proposed Ordinance Changes Rick advised Board Members to be prepared to provide input for administrative changes to Code at the next meeting. Board Members can download the document from the City •., Web page. Chair Maureen Shaughnessy urged Board Members to review and be prepared to discuss. 6. REPORTS AND ANOUNCEMENTS Rick Carper informed the Board that the tree list for Atlantic Beach is electronic and is available for viewing. Carol Varney would like the tree list to provide additional information including the life span of the trees listed. Rick Carper reminded the Board that property owners do not require permits to remove trees located in the interior zone that are less than 20 inches and if the tree removal does not involve construction. Jim McCue explained boundary surveys to Board Members. 7. ADJOURNMENT A motion was made to adjourn at 8:15 p.m., was seconded and passed unanimously. ~_~ Chairperson
