MINUTES OF THE
REGULAR MEETING OF THE
TREE CONSERVATION BOARD
June 28, 2006
A regular meeting of the Tree Conservation Board was held Wednesday, June 28, 2006 at
the Adele Grage Cultural Center. Present were Chair Maween Shaughnessy, aim McCue,
Stephanie Catania, Public Works Director Rick Carper, Recorder Susan Gorman. Chuck
Carroll was excused.

The meeting was called to order at 7:15 p.m.

3. Approval of Minutes of June 13, 2006 Regular Meeting.
Jim McCue motioned to approve the minutes from the June 13, 2006 regular meeting, a
correction was noted related to 2257 Oceanforest Drive West. The minutes should note
the permit was approved with the mitigation of a 27.7-inch Live Oak. Stephanie Catania

4. New Business
a. Tree Removal Permit Applications
1. 380 Garden Lane
No permit required by Owner for tree removal by Lucas Tree Service. No new
construction planned for the near future, advised Rick Carper
2. 620 Beach Ave.
Chris Lambertson addressed the Board; new construction requires a permit for tree
removal. Plans for the new house are in the existing footprint of former structure. No
mitigation required in the interior zone. Plans require removal of fourteen palms (13" to
18") and two 8" laurel oaks in the exterior zone. Jim McCue expressed concerns about
the clarity of the plans for future construction and deferred his vote. Stephanie Catania
motioned to request the Building Official to issue a permit to remove the Palms indicated
in the exterior zone. Hardwood mitigation required - 8" (mitigated by protecting 10" oak
in interior zone), 84" of palm mitigation required. Carol Varney seconded, the motion
carried by a vote of three. .; ` ,
3.1872-1874, 1920-1922 and 1928-1930 Frances Ave. (Duplexes)
Paul Findley with Beaches Habitat addressed the Boazd. The purpose for construction at
is residential. Mr. Findley inquired about planting trees in the City Right of Way and was
told the Board would encourage such action, but would expect Beaches Habitat to follow-

up with care and maintenance for any trees planted in the City Right of Way. Mr.
Findley and the Board exchanged ideas regarding the possibility of planting Crepe
Myrtles. Jim McCue motioned to accept the tree removal plan by Beaches Habitat for
1872-1874 and 1920-1922 Frances Ave. and direct the Tree Board Liaison to issue a Tree
Permit authorizing removal a 24" sycamore in the interior zone and a 20" palm in the
exterior zone, in addition to six unprotected trees (camphor, chinaberry & palm}.
Hardwood mitigation required is 12", with 5" credited for a sycamore to be protected.
Palm mitigation of 10" is required. The motion also included allowing single trunk tree
type Crape Myrtle (2" minimum caliper) to be used as replacement trees for mitigation
purposes. Stephanie Catania seconded and the motion carved unanimously.
Early Piety, local Arborists explained tree preservation and care to the Board. Mr. Piety
addressed several issues of concern. Board Members thanked Mr. Piety for sharing his
expertise.
5. OLD BUSINESS
Rick Carper distributed a draft two page Tree Ordinance Summary to Board Members
for review and discussion. Intent is to make the handout available at the Building
Department Desk for Applicants to review and become familiar with the Tree Protections
and Mitigation requirements.
6. REPORTS AND ANOUNCEMENTS
Bambi Dickinson was introduced as the new secretary to the Board. Bambi will assume
secretarial duties for the Tree Conservation Board at the end of July 2006.

A motion was made to adjourn at 8:15 p.m., was seconded and passed unanimously.
