TREE CONSERVATION BOARD
July 12, 2006
A regular meeting of the Tree Conservation Board was held Wednesday, July 12, 2006 at
the Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Stephanie
Catania, Carol Varney and PublicWorks Director Rick Carper. Jim McCue and Chuck
Carroll were absent.

The meeting was called to order at 7:00 p.m.

3. Approval of Minutes of June 28, 2006 Regular Meeting.
Tree Board Members agreed the minutes should reflect the inclusion of Crepe Myrtles for
mitigation in Jim McCue's motion regarding Frances Ave. (Beaches Habitat). Stephanie
motioned to accept the minutes with the amended motion to include Crepe Myrtles.
Carol Varney seconded and motion passed unanimously.
4. New Business
a. Tree Removal Permit Applications
Lot 4, Block 211, Section H, Gladiola Street
Rick Carper reviewed the plans as submitted; field verification noted several trees in the
interior zone were not included in the survey. The owner was informed and made
corrections to the flagging in the field. Stephanie motioned to issue a tree removal permit
for Lot 4, Block 211, Section H, Gladiolia Street, to remove the trees as indicated on the
application (authorize removal of 1- 12" palm, 1-12" live oak, 1-2x6" live oak and 1 -
14" pine in the exterior zone, 1-12" palm 1 - 8" water oak, 1-6" water oak and 1 - 10"
camphor (not protected) from the interior zone). To be mitigated by a total of 6 inches of
Palm, 12 inches of Oak and 7 inches of hardwood. Carol Varney seconded, motion
passed unanimously.
5. OLD BUSINESS
a. Discussion of Proposed Tree Ordinance Changes
Rick Carper advised the Board's recommendations for administrative changes have not
been presented to the Commission to date. Board Members discussed changes to the
Protected Tree Section of the Ordinance. Carol Varney suggested the Board not make
any changes to the Ordinance that are not enforceable. Public Works Director Rick

Carper urged the Board to focus on the essential changes. The Board agreed to extend
the time line for protection on replacement trees to eighteen months upon completion of
project. Board Members agreed to address fees and increase the fines for clearing
without a permit. Carol Varney motioned to forward the recommended changes to the
Tree Ordinance to the attention of the Commission for their review and approval. The
Board voted and motion passed unanimously.
Recommended Tree List for Review/Comment
The Board agreed that a workshop would be beneficial.

Maureen Shaughnessy would like to send a note of thanks to Arborist Early Piety for
addressing the Board on June 28, 2006
