07-26-06MINUTES OF THE REGULAR MEETING OF THE TREE CONSERVATION BOARD July 26, 2006 A regular meeting of the Tree Conservation Board was held Wednesday, July 26, 2006 at the Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Charles Carroll, Stephanie Catania, Jim McCue, Carole Varney, Public Works Director Rick Carper, and Recording Secretary Bambi Dickinson. 1. Call to Order The meeting was called to order at 7:06pm. 2. Roll Call 3. Recognition of Visitors None 4. Approval of Minutes from July 12, 2006 Regular Meeting. Stephanie Catania motioned to approve the minutes from the July 12, 2006 regular meeting. Jim McCue seconded the motion and passed unanimously. 5. New Business a. Tree Removal Permit Applications 1. Lot 6. Block 168/Part 169. Section H - 9~' Street West and Begonia Street Randy Echevarria addressed the board and explained his request to remove several trees in order to construct a residence with site improvements. Rick Carper reviewed the plans as submitted and advised the board that he had noted a number of trees missing during a field verification but all were in the interior zone. Stephanie Catania and Maureen Shaughnessy had also visited the site. Maureen Shaughnessy noticed several live trees down that could have been used for mitigation. Stephanie motioned to issue a tree removal permit for Lot 6, Block 168/ Part 169, Section H, 9~' Street West and Begonia Street, to remove the trees as indicated on the application (2 - 6" oaks, 5 - 7" oaks, 1- 8" oak (protected), 3 - 9" sweet gums (one protected), 1 - 10"oak, 1 - 11" oak, 2 - 12" oaks, 1 -13" sweet gum (protected), 4 - 14" oaks, 1- 14" sweet gum, 2 - 15" palms, 4 - 18" palms in the interior zone, and 1 - 6"oak, 1 - 7" oak, 1 - 10" oak, in the exterior zone). To be mitigated by an 8"oak already on site and an additional 4" oak to be planted. Chuck seconded the motion and it passed unanimously. 2. 321 5~' Street Rick Carper and Maureen Shaughnessy both noted that the 27" Laurel Oak listed on the application is already protected. Chuck motioned to issue a tree removal permit for 321 5~' Street to remove the trees as indicated on the application (1 - 24" Laurel Oak in the interior zone and 3 - 12" palms in the exterior zone). The 24" Laurel Oak requires 12" of oak for mitigation and was specified on application to be replaced by 2 - 6" oaks. The 3 palms are to be mitigated /replaced by 18" of the like plant, designated other trees as protected, or pay into tree the fund. Carole seconded the motion and it passed unanimously. 3.) Rick Carper, Public Works Director, reported he would be removing an 18" pine and a 20" pine from the West plaza Ditch drainage right of way for construction of the bike path between Main and Orchid Streets. He assured all members that replacement trees would be planted. 6. Old Business a.) 380 Garden Lane Rick Carper updated the board on the status of this property in regards to the tree removal request previously submitted. Originally, the request was to remove a 10" oak for access to backyard and the owner did not plan any new construction. The owner has now built a bulkhead in the city drainage easement. In the process 2 - 15" water oaks were removed. Per tree surgeon, one tree was leaning and the other one was dead. Owner will need to come before the Tree Board or will face Code Enforcement. Pictures of the property were provided to see trees that had not been accurately represented in previous Tree Removal application. 7. Reports and Announcements Rick Carper announced that he would not be attending the next Tree Board meeting, which is scheduled for August 9, 2006. S.
