09-13-06Minutes of September 13, 2006, Tree Conservation Board MINUTES OF THE REGULAR MEETING OF THE TREE CONSERVATION BOARD September 13, 2006 A regular meeting of the Tree Conservation Board was held Wednesday, September 13, 2006 at the Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Charles Carroll, Stephanie Catania, Jim McCue, and Recording Secretary Bambi Dickinson. Carole Varney was absent and Public Works Director Rick Carper was excused. 1. Call to Order The meeting was called to order at 7:03pm. 2. Roll Call 3. Recognition of Visitors None 4. Approval of Minutes from July 26, 2006 Regular Meeting Jim McCue motioned to approve the minutes from the July 26, 2006 regular meeting. Chuck Carroll seconded the motion and it passed unanimously. Chair Shaughnessy noted that item 3 under New Business should read as West Plaza Ditch instead of West Llaza Ditch. 5. New Business A. Tree Removal Permit Applications 1. 2316 Beachcomber Trail 1. The Board reviewed the application and Chair Shaughnessy noted that although four trees would be removed only one was in the exterior zone and would require mitigation. All board members expressed how unusual it was for applicants to propose matching the exact same diameter of the trees being removed in both the exterior and interior zone when not required. All Board members were happy to see the property owner add the additional trees when not required. A motion was made by Chuck Carroll to instruct the Tree Official to issue a permit for 2316 Beachcomber Trail owned by Chris and Tracie Adamec for the removal of 2-10" sable or cabbage palms, 1-11" sable or cabbage palm in the interior zone and 1-11" sable or cabbage palm in the exterior zone. Trees in the interior zone require no mitigation and the 11" palm in the exterior zone is to be mitigated by five and a half inches of any deciduous tree in order to satisfy code requirements. (Liaison comment: The Code allows palms to be mitigated by palms {23-17(e)(2) New palms may be used only to replace protected palms removed.}, Noted -property Minutes of September 13, 2006, Tree Conservation Board owners are planning to plant ezcess of requirement of code and the Board encourages the Adamec's landscaping plan. Stephanie Catania seconded the motion and it passed unanimously. 6. Old Business A. Jim McCue inquired about the status of the massacred tree at the gas station on the corner of Plaza and Mayport Road. Maureen stated it was replaced with a 4" oak that died and has been removed. Jim would like the Board to require the replacement of the tree be with a larger caliper tree. The replacement of a 4" tree is not adequate. Maureen and Chuck suggested readdressing this issue when Public Works Director Rick Carper returns and can provide the exact facts. All board members agreed the issue needs to be reviewed. B. Chuck Carroll would like the Board to be updated on 380 Garden Lane from the July 26, 2006 minutes. Will the owner be required to come before the Tree Board? C. Chuck Carroll's neighbor called the City regarding a branch that was down in a median near his home. The City came out and had it removed. In addition, a tree about 30 - 40 feet south was yellow banded and removed. His concern is that if the City removed the tree, should it be replaced in order to preserve the canopy of the City. Question - If City takes out tree shouldn't it be replaced? Example -North Sherry Drive 1841-1850 D. In the past (approx. two years ago), JEA removed several trees around power lines and agreed to replace them with trees from their tree farm. Do we have an accounting of these trees? The Board was asked for suggestion on where to plant the replacement trees and none have been planted in those areas suggested. Do we have a record of these trees? (How many where given and where did they go)? 7. Report and Announcements A. Last Saturday morning Maureen Shaughnessy heard a lot of heavy-duty chain saws on the junkyard property at West 6a' and Begonia. The entire property had been cleared. Jim McCue suggested the Building Official go out and check the situation. 2 8. Adjournment A motion to adjourn was made by Jim at 7:27pm and was seconded by Chuck and passed unanimously.
