09-27-06°Minutes of September 27, 2006, Tree Conservation Board MINUTES OF THE REGULAR MEETING OF THE TREE CONSERVATION BOARD September 27, 2006 A regular meeting of the Tree Conservation Board was held Wednesday, September 27, 2006 at the Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Charles Carroll, Stephanie Catania, Jim McCue, Carole Varney, Public Works Director Rick Carper, and Recording Secretary Bambi Dickinson. 1. Call to Order The meeting was called to order at 7:Olpm. 2. Recognition of Visitors None 3. Approval of Minutes from September 13, 2006 Regular Meeting Carole Varney motioned to approve the minutes from the September 13, 2006 regular meeting. Stephanie Catania seconded the motion and it passed unanimously. 4. New Business A. Tree Removal Permit Applications 1. 1911 Oak Circle a. Kathleen Mannion addressed the board stating her Tree Surgeon, Keith Hyatt, would not remove the proposed trees until applicant came before the tree board for approval. Public Works Director Rick Carper advised the Boazd that a permit was not required because the trees proposed for removal were all in the interior zone and less than 20"in size. The Tree Board Members agreed, the applicant does not require a permit to remove the 10" Gum, 10" Palm, 11" Palm all in the interior zone. 2. 1671 Frances Avenue b. Board Members reviewed the application and were concerned because the trees had not been mazked on the application and no one was present from Beaches Habitat. Public Works Director Rick Carper advised that he had been working with them and Paul Finley was on vacation and he had instructed them to mark the trees. Chair Shaughnessy noted this application was different than residential due to non-profit organization. Rick Cazper advised that anything not residential would fall under the commercial standards (interior zone - 10" or greater are protected). A motion was made by Jim McCue to instruct the Tree Official to issue a permit for 1671 Frances Avenue -Beaches Habitat -for the removal of a 22" and 14" pine in the interior zone to be mitigated by 18" of pine or hardwood or a combination of the two. Chuck Carroll seconded the motion and it passed unanimously. Board members suggested replacement trees be either a Long Leaf Pine or a Hardwood Pine. 5. Old Business A. Plaza / Mavuort Road tree massacre -Public Works Director Rick Carper advised a letter has been composed and waiting on Chair Shaughnessy signature. Jim McCue suggested the code be •Mirrutes of September 27, 2006, Tree Conservation Board improved to include wording that is more explicit than the current code for the protection of trees in the right of way. B. 380 Garden Lane -Rick Carper advised a letter has been composed and waiting on Chair Shaughnessy signature. Mr. Russell Jones will be required to address the Tree Conservation Board within 30 days. He is required to do 100% mitigation. C. Tree replacement -North Sherry Drive -Rick Carper advised the tree would be replaced in approximately a month. D. JEA tree replacement -Rick Carper reviewed two years of Tree Board minutes and was unable to locate any references to this issue. The issue will require additional research. E. W. 6~' & Begonia -tree clearing -Rick Carper visited the site and spoke to Raymond Dagley. Mr. Dagley conveyed to Rick that he did not remove any protected trees. It appears everything he removed was in the interior zone. He did a lot of under brushing in order to move cars around on his lot. 6. Reports & Announcements A. Minutes from a report from the Tree Board Conservation Board to the Commission dated December 9, 2002 by Barbara Mears reported, "Crepe Myrtles were no longer being accepted for mitigation." Rick Carper reminded the Board that approximately two months ago the Board agreed to accept Crepe Myrtles Trees for mitigation. Trees were acceptable not bushes. B. Tree Board members need to come up with dates for a possible workshop. The purpose would be to bring the current recommend tree list up to date and discourage the use of palms. The intent is to list what trees are acceptable and what trees are not acceptable. This issue will be reviewed and discussed in January 2007. C. The meeting for Wednesday, November 22, 2006 will be cancelled due to the Thanksgiving Holiday and most Tree Board members will be out of town. D. Rick Carper mentioned a website called Neighbor Woods and the email address is www.actrees.or~ for Tree Board members to reference. E. The City's new fiscal year will begin on Monday, October 2, 2006. An item in the new fiscal budget is for a position in the Planning Department. The intent is when the new Assistant Planning position is filled, this person will be the new Tree Board Liaison. 7.
