TREE CONSERVATION BOARD
October 11, 2006

The meeting adjourned at 7.12pm
A regular meeting of the Tree Conservation Boazd was held Wednesday, October 11, 2006 at the
Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Public Works Director
Rick Carper, and Recording Secretary Bambi Dickinson. Absent were Charles Carroll,
Stephanie Catania, Jim McCue, and Carole Varney.
1. Call to Order
The meeting was called to order at 7:04pm.
2. Recognition of Visitors
None
3. Approval of Minutes from September 27, 2006 Regular Meeting
Due to the lack of quorum of Tree Board members the minutes could not be approved.
4. New Business
Tree Removal Permit Application
A. 307 / 309 9`~ Street
Scott James of 129 15~' Avenue South, Jacksonville Beach and Shawn Murphy of 41
Fairway Lane, Jacksonville Beach were present to address the Board in regards to the
application. Due to the lack of quorum of Tree Board members, Chair Shaughnessy
directed Public Works Director Rick Carper to issue a permit for this application.
The permit will be for the removal of iwo 12" palms in the exterior zone to be
mitigated by two 6" palms as indicated on application.
5. Old Business
A. Letter Responses -Rick Carper reported that certified letters were sent to 380
Garden Lane and Mayport & Plaza. The green signature request cazd was
returned verifying letters we~•e received on October 7, 2006 but a response has
not been received. Also; 447 Atlantic Boulevard, which was going to be the
Lewis Office Building have not responded to the letter sent to them by Code
Enforcement.
B. Rick Carper also reported that reseazch of past Boazd minutes found the listed
areas proposed for tree replacement by JEA (Jan. 14, 2004 minutes). It
appears replacement trees have not been planted.
