NIINUTES OF THE
REGULAR MEETING OF THE
TREE CONSERVATION BOARD
October 25, 2006
A regular meeting of the Tree Conservation Board was held Wednesday, October 25, 2006 at the
Adele Grage Cultural Center. Present were Chair Maureen Shaughnessy, Jim McCue, Carole
Varney, Public Works Director Rick Carper, and Recording Secretary Bambi Dickinson. Absent
were Charles Carroll and Stephanie Catania.
1. Call to Order
The meeting was called to order at 7:OOpm.
2. Recognition of Visitors
None
3. Approval of Minutes from September 27, 2006 Regular Meeting
Carole Varney motioned to approve the minutes from the September 27, 2006 regular meeting.
Jim McCue seconded the motion and it passed unanimously. Chair Shaugnessy noted that item
2b under New Business (1671 Frances Avenue) should read as Hardwood instead of Hardwood
Pine.
4. Approval of Minutes from October 11, 2006 Regular Meeting
Chair Shaughnessy motioned to approve the minutes from the October 11, 2006 regular meeting.
The motion was seconded and it passed unanimously.
5. New Business
Tree Removal Permit Applications
A. 12XX Mawort Road -Block 49 Lots 2 & 3
Tom Cook of 1912 Oak Circle, Atlantic Beach and Mike Burton of Atlantic Beach were
present to address the Board in regards to the application. Mr. Cook noted that on his
drawing two small Chinaberries (3" and 3.5") were mislabeled and they are actually Winged
Sumacs. Mr. McCue asked Public Works Director Rick Carper if the on-site retention has
been cleared. Mr. Carper stated that the applicant had called him several times and the
property had already been cleared.
A motion was made by Jim McCue to instruct the Building Official to issue a Tree
Removal Permit for Atlantic Imaging located at Block 49 Lots 2 & 3 on the Southwest
corner of 13a` and AlA to remove the trees as indicated on the application (1-14"Pine,
1 - 15" Pine, 2 - 16" Pines, 1- 20" Pine, 2 -16" Sabal Palms, 1-19" Sabal Palm, and
1- 20" Sabal Palm alt located in the interior zone). The removal of 81" of Pine and 71"
of Palm is to be mitigated by 40" of Hardwood and 35" of Palm. The applicant had
chosen to protect 25.5 inches of tree (1 - 5.5" Cherry, 2 - 3" Chinaberries, 1 - 4"
Chinaberry, 1- 5.5" Pine, and 1- 4" Winged Elm) and plant an additiona152" of trees
(2 - 2" Crape Myrtles, 4 - 10" Sabal Palms, and 4 - 2" Sycamores). Carole Varney
seconded the motion and it passed unanimously.

B. 330 Country Club Lane
George Bull Jr., architect and Matt, contractor/planner were present to address the Board in
regards to the application. Chair Shaughnessy noted that the two big Oak trees by the new
driveway being constructed are incredible trees. Her concern is for the root preservation
being very important for the health of the trees. Mr. Bull stated he is using porous concrete
and the root system would get water. In addition the applicant/owner is taking all necessary
measures to protect trees (see letter attached to application). Board members discussed the
application and determined the 34" Oak in the interior zone required mitigation but all other
trees proposed to removed do not.
A motion was made by Carole Varney to instruct the Building Official to grant a Tree
Removal permit for 330 Country Club Lane to remove trees as indicated on the
application (1 - 34"Oak, 1 - 15"Oak, 1 - 11" Palm, 1 - 12" Palm, and 2 - 13" Palms).
All trees removed are in the interior zone and are to be mitigated by 17" inches of
existing live oak tree. Jim McCue seconded the motion and it passed unanimously.
Mr. Bull designated the 17" Oak as the protected tree.
C. 391 - 397 Ahern Street -Atlantic Beach Townhomes
Jay Devine, Landscape Architect, 39 36~' Avenue South, Jacksonville Beach, was present to
address the board in regards to the application. Chair Shaughnessy stated she was
disappointed that so many trees were going to be removed because the removal will
eliminate tree canopy and shade from that area. Public Works Director, Rick Carper
explained that the use of this building is changing and being modified to sell individual town
homes and the City's requirement is two parking spaces per a unit out of the right of way. In
order to create the appropriate number of parking spaces as required the trees must be
removed.
A motion was made by Jim McCue to instruct the Building Official to issue a Tree
Removal Permit for 391 Ahern Street for the removal of 1 - 24" Oak and 88" of Palm
located in the exterior zone. The mitigation requirement is 12" of Oak and 44" of
Palm. The applicant has chosen to protect 2 - 8" Live Oaks and 1 - 17" Live Oak to
meet the Oak mitigation and to protect 1- 9" Palm, 1-11" Palm, and plant 24 inches
of additional Palm to meet the Palm mitigation. Carole Varney seconded the motion
and it passed unanimously.
In addition, it is the consensus of the Tree Board to recommend to the Commission to
approve a compact parking space in order to save an 18" Oak Tree.
6. Old Business
A. Letter Responses
1. 380 Garden Lane -Response from Russell Jones was reviewed by the Tree
Board. On the recommendation of Public Works Director Rick Carper the issue
might need to be tabled without further action due to the inability to locate
documentation of exactly where the removed trees were originally located.

2. A letter from David Lewis (455 Atlantic Boulevard) was reviewed and discussed.
Mr. Lewis sent a letter to Alex Sherer of intent to pay $2,000 to the tree fund
when the property is sold. He is requesting the lien be removed until the property
is sold.
3. Rick Carper reported that he had not yet received a response from the letter sent
to Mayport & Plaza.
B. Appointment / Re-appointments
1. Chuck Carroll has asked not to be reappointed on the Tree Board. Maureen
Shaughnessy has asked to be reappointed and remain on the Tree Boazd.
C. 178 Pine Street -old tree fine for removal without permit. Rick Carper asked Board
Members if they recalled a fine being levied due to an inquiry if one existed. No Board
Members recalled one at this time.
D. W. 3'~ Street lot clearing -Rick Carper went out to this location and it appeazs that
everything removed was in the interior zone and about 8" or less in size. He did not see
anything that had been removed that would require mitigation.
E. 380 Garden Lane -see item 1 above.
F. Rick Carper reported that after reviewing the proposed areas for tree replacement by JEA
it appears the trees were never planted. Further research or documentation must be found to
confirm JEA agreed to tree replacement before this issue can be pursued further.
7. Report & Announcements
Rick Carper reminded the Board that there is only one meeting the month of November due to
the Board deferring the November 22, 2006 meeting due to the Thanksgiving holiday.
8. Adjournment
A motion to adjourn was made by Jim McCue at 8:25pm and was seconded by Carole Varney
and passed unanimously.
