HALL PROPERTY 2051 Vets Norte Grde (tirunik) ~~ On August 6, 2007 Mr. Grunik submitted a letter from Certified Arborist Davtd Washington of Custom Tree Serv(ce, verifying that a 28" Laurel Oak present on the 2051 Vela Norte Cirde property is diseased and poses potential damage to property'.. and persons. On August 6, 2007, Ms. Hall issued a letter to Mr. Gnrnik explaining ', that it is normal procedure for the Tree Board to review any tree removals whenever a property is undergoing devebpment, redevelopment or renovations valued at nlscusslon $10,000 or more and requiring development permits Issued by the Buikltng , Department. However, because the particular tree Is not in proximity to the current !. renovations, and because it poses danger to life and/or property, permission would be granted for this irrstanoe only. Ms. Hail also reminded Mr. Gruntk that, while he does not have to mitigate for this particular tree removal, he must continue to meet Atiantk Beach minimum tree standards. HALL PROPERTY i 994 9~ Street (KOVacs) On August 6, 2007 the Kovacs submitted a Tree Removal Permit Application for the removal of a diseased Water Oak from the western side of the properly located at 394 9"' Street. On August 6, 2007 Ms. Hall issued a letter of determination to the ' {Kovacs granting permissbn to remove said tree without consideration by the Tree '', DISCUSSION ` ~~ due to the fact that the property is not currently nor is it planned to undergo '. ;any renovatbns or redevelopment within the next sbc (6) months. Ms. Hall reminded the Kovacs that, though this partkular tree does not require mitigation, they must continue to meet Atiantk Beach minimum tree standards. HALL PROPERTY 1793 Beach Avenue (Skinner >k Aaodates br Pennington) On July 26, 2007 Greg Thomas of Rkhard Skinner ak Associates (architects) smelled a letter from Certified Arborist Early Piety to regards to Uve Oaks in the fence line of the properly located at 1733 Beach Avenue and owned by Rufus Pennington. Mr. Thomas and Mr. Skinner appeared on. behalf of Mr. Pennington on Tune 27, 2007, requesting a Tree Removal Permit for the purpose of redeveloping above-noted '. ,property. The permit was granted and an abundance of trees In excess of required ' mitigatbn will be provkied either via protectbn or replarrting. It was the intent of DlscussloN '! ~ owners and the applkant to atb~npt to save said LJve Oaks If passible. However, the locatbn of the trees in the fence line had already caused severe stress, and the ', !applicant was advised to consuR with a Certified Arborlst to determine If the trees might be saved. Board Members agreed that the applicant and property owners had 'i :made good faith efforts to try to preserve the trees. However, Mr. Piety's professional opinbn indkated that the trees would not survive and should be i r+emoved prbr to construction. Ms. Hail told the board that she had spoken with Mr. Thomas and that additional mitigatbn would not be required for the removal of these trees since excess was already befog provided. Board Members discussed that Mr. Wright was new to the devebpment company es well as the Shocks Street project and needed time to familiarize himself with the project and come up with a sufficient mi#Igatbn plan. They agreed to allow additional tlme before pursuing further action. She located Offkiai Notlfkation, dated August 31, 2006 and sent by ' Code Enforcement Officer Alen Sherrer, advising Mr. Lewis that the City of Atlantic '. 1 Beady was conskiering implementation of a Iles against said property for failure to ', properly mitigate for the removal of trees as kientified on Tree Removal Permit #05- Dlscus$ioN 00031341. The letter set a deadline of September 30, 2006 for either payment or establishment of other arrang~nents. In response, Mr. Lewis sent a written Letter of Intent on October 18, 2006, stating that ft was his intention to meet mitigation requirements upon sale of the property, and asking that the Nen be reconsidered. Ms. Hail found no further discussion of the lien in Tree Boats Minutes, nor did Mr. ' ': Sherrer know why the process halted. She informed the Board that Mr. Carper was curr+entiy on vacation, but that she would pursue additional information from him upon his return. HALL Ms Hail reported to the Board Members that she had obtained a free copy of the I- Tree Softvrare, devebped by the US Forest Service in conjunction with Davey Tree Service and the National Arbor Day Foundation. The software has several ' appikations. First and 1iOremost, it can be used to create a Mobile Community Tree Inventory (MCTI). Ms. Hall stated that this application, used with GPS, would be ` most helpful in verifying the tree survey portion of tree removal pemnit applkations, ', but most Importantly, R would facilitate monitaing of mitigation and minimum tree standards. Additionally, the Program coukJ eventually be used for assessment and maintenance of trees on publk property. Mapping would also present a clear picture of where trees needed th be planted. Ms. HaN briefly discussed the other software , OISCUS$ION ' epplicatk)rrs, including UFORE, STRATUM and SDAP. Urban Forest Effects (UFORE) is a computer model that quantifies urban forest structure and function based upon ' ", field, mebeorologkal and pollution data. Street Tree Resource Analysis Tool for Urban Forest Managers (STRATUM) enables communities to assess Its street tree resources and provide baseline data to improve management, by cakulating stricture, function, value and management needs. The informatbn provided by STRATUM is often used to foster support and secure funding for Street Tree programs. Smarm Damage Assessment Protocol (SDAP) establishes a standard method to assess wlfespread damage immediately after a severe storm event. Ms. Hall reminded the Board that this software was obtained to Ileu of spending $1500.00 to obtain a license for ESRI's ArcPad Application Bulkier, with whkh she would have developed a cusmrrr mobile GIS appNcation, similar to what 1-Tree provkies.
