"BLUE COLLAR"
UNION NEGOTIATION MEETING
DECEMBER 3, 2007
The negotiation meeting was called to order at 5:10 PM. Those in attendance were:
City: George Foster, Chief Negotiator
Union: Andy Bemis, Staff Representative
Jack Baldwin, Union Steward
The City provided the Union with a summary of the City's position on pending City issues
and advised the Union that the City needed to have Article 20, 10 year pension vesting,
approved by the Union along with the Union accepting the City's Article 26 pay proposals.
(see attached summary table). Additionally "retroactivity" for pay was still on the table with
retroactivity to 10/01/07 being provided ifan agreement could be reached at this meeting.
The City discussed with the Union the fact that Blue Collar Union employees still have their
longevity pay added to their base pay whereas all other City employees including White
Collar Union employees have longevity pay as a separate pay item. As a result, there are
four (4) Blue Collar Union employees that will receive a smaller pay increase, as their pay
cannot exceed the maximum pay for their pay grade. This was an item provided far Union
information and as the Union did not desire to change the current Blue Collar procedure, no
further action will be taken.
2. The Union responded that they had already agreed to accept the City's pay proposal;
however, they would not accept changing the pension vesting for new employees from five
(5) years to ten (10) years. The Union further advised that they had withdrawn several items
at previous meetings based upon misinformation being provided by the City negotiator. The
City advised the Union that if this were the case, then the City would accept the Union
reintroducing those items that they had withdrawn. The Union then resubmitted two items:
one to increase longevity pay by $5.00 per each five years of service (new item) and one to
provide employees at the maximum pay for their pay grade with a "top out" lump sum bonus
of $1,000 in addition to any COLA provided.
The Union further advised that at past negotiation meetings they had been misled by the City
in that the City had advised the Union that the Shade meeting was to be with the "prior"
group of City Commissioners and that the subject of pension vesting was never discussed
with the City Commission during the budget workshops.
3. The City adjourned the me ing at 5:50 PM.
