Mike Phillips, building contractor, appeared before the Tree Board as
representative for the Sextons. Members reviewed the site plan revised to
demonstrate interior/exterior zones and the footprint of the proposed structure.
Ms. Hall noted that all five (5) trees requested for removal are within the footprint
of either the structure or the driveway, and of the five (5) trees, only two (2) are
protected.
Jim McCue I Stephanie Catania: A motion was made to direct staff to issue a
permit for the removal of 1-10" Palm, 1-13" Palm, and 1-13" Red Bay from the
interior zone, with no mitigation required; also from the interior, 1-22" Magnolia
and 1-39" Live Oak, for a total of 61", to be mitigated by 30.5" of Oaks and/or
Hardwoods. It is noted that numerous trees on the property would qualify to
serve for mitigation, and the owners may so designate the appropriate number of
inches. Submittal of a landscape plan demonstrating new and/or existing Oaks
and/or Hardwoods for mitigation purposes, is requested within six (6) months of
issue of this permit.

Joe Durante, owner of the subject property, appeared before the board as
representative of the application. Ms. Hall stated that Mr. Durante had provided
the additional information requested by the board, and she passed out a
composite drawing of the property, showing interior/exterior zones, sketch of the
proposed structure, 25' upland buffer for the jurisdictional wetlands, proposed
location of ingress/egress, and the location of materials staging for construction
activities. Mr. McCue noted the close proximity of the wetlands to the structure,
and Mr. Durante stated that it was possible that the structure would have to
edged in eastward and/or southward, depending on the outcome of fDEP's review
of the surveyed wetland lines. Ms. Shaughnessy asked why Mr. Durante was
removing all of the trees from the interior zone, to which he replied that the
footprint of house was going to be extremely large, and also, he was going to
have to change the topography in the northeast corner to attain sheet flow
towards the wetlands. He noted that the septic system would be located in the
southeastern corner of the property. Ms. Hall presented board members with an
excel spreadsheet detailing the trees to be removed from the interior and exterior
zones, as well as the trees that Mr. Durante and noted for protection.

permit for the removal of the following trees from the interior zone: 11-6" Oaks,
7-7" Oaks, 5-8" Oaks, 1-9" Pine, 1-12" Pine, 1-13" Pine, 1-15" Pine, 1-16" Pine,
and 2-18" Pines, none of which are protected and none of which require
mitigation. from the exterior zone, the following trees are to be removed: 5-6"
Oaks, 5-7" Oaks, 4-8" Oaks, 1-9" Oak, and 1-18" Pine, for a total of 124", to be
mitigated by 62" of Oaks and/or Hardwoods. The applicant has noted the
following trees on his plan for protection: 1-10" Magnolia, 1-8" Palm, 1-14" Palm,
2-11" Oaks, and 2-12" Oaks, for a total of 90". These trees may serve as
mitigation for the removed trees, or the applicant may return within six (6)
months of issue of this permit with a landscape plan demonstrating 62" of new
Oaks and/or Hardwoods to serve as mitigation.

City Commission Workshop to discuss revisions to Tree Protection
Ordinance
Ms. Hall reported the CC workshop to discuss revisions to the Tree Protection
Ordinance, in particular those items brought up by Commissioner fletcher, had been
postponed until the following Monday evening. The workshop will follow a special I
Public Hearing on millage rates, set to begin at 6:30 pm on Monday 9/17/07. The
meeting will be held in Commission Chambers at City Hall.
Ms. Hall recommended that Tree Board members review Commissioner fletchers list
of items, as well as the ordinance as currently written, and make a list of any other
significant issues that might need to be addressed by the CC. further, Ms. Hall
stated that she would reserve the South Conference Room in City Hall for tree board

Volunteer Board Member Training
Ms. Hall reported that Ms. Doerr has scheduled a Volunteer Board Member Training
session for the Community Development Board, to be held on Wednesday 9/19/2007,
at 6pm in Commission Chambers. Tree Board Members have been invited to attend,
though attendance is not mandatory. Topics will include Communications, Sunshine
Law, Ethics, and more.
