AGENDA ITEM: Proposed Chan~e Order No. 4 to Ocean Blvd. Drainage Improvements
Project (14~'-16 Streets)

BACKGROUND: At the September 10th meeting, the Commission awarded a contract to
Walling Company for construction of Ocean Blvd. Drainage
Improvements Project (PW0708) in the amount of $258,594.00 far the
base bid and both additive alternates.
Because bids for construction of the project came in under budget, staff
proposed to add work to the project. This additional work consisted of
milling and resurfacing Ocean Blvd. from the patch at 13th Street installed
during last year's drainage upgrade project to the planned southern end of
paving just south of 14th Street (about 350 feet). This additional paving
removed the substantial bump on both sides of the patch, making Ocean
Blvd from 13th Street to the northern end a single surface instead of
unconnected patches. This segment of road had an Overall Condition
Index of 43 and would have required resurfacing in the next year or two.
Also included in this change order are additional upgrades /repairs to
water systems in the project area. Total cost for Change Order No. 4 is
$17,383.00.
Previous Change Orders were under the $10,000 threshold and were
approved by the City. Change Order No.1 added 5 new 2a services w/
corporation stops ($6,175.00), No. 2 added an 8° water valve and 31 LF of
sanitary sewer replacement ($2,560.59), and No. 3 added an additional
catch basin and mitered end section to the south end of the Seminole
Ditch ($7,500.00).
RECOMMENDATION: Authorize the City Manager to execute Change Order No. 4 to the
Walling Company contract to add the additional paving on Ocean Blvd.
The total conrtract price with this change order will be $292,212.59.
BUDGET: This project is funded from the Stormwater Fund, Account No.
470-0000-538-6300 -with $310,800 allocated for construction of the
Ocean Blvd. Drainage Improvements (PW0708).
