AGENDA ITEM: Request for Funding: Sulzbacher Center

BACKGROUND:
After receiving a request for funding from the Sulzbacher Center, staff contacted members of
the Sulzbacher Center to obtain information and clarification of their intent.
The purpose of the program is to provide transportation for the homeless population living in
the beach communities, so that the homeless can obtain services available in Jacksonville. A
large number of the homeless people are in need of various types of professional counseling
and services. There are a number of counseling programs and services located in
Jacksonville, but many of the homeless do not have transportation to and from these
resources. The transportation will not be used to provide transportation to relocate, or in any
way encourage homeless people living in Jacksonville, to come to the beaches. If successful
in this endeavor, the program will reduce the homeless population at the beaches.
The Sulzbacher Center obtained grant funding to provide staffing to expand these services to
the beaches, but they need transportation for the program to be effective. They are requesting
funding fora $30,000 van to fill their transportation needs. Jacksonville Beach has
committed $15,000, and Sulzbacher is requesting $10,000 from Atlantic Beach and $5,000
from Neptune Beach to complete the purchase.
One of the most visible and disconcerting problems we have along the Mayport Corridor is
the homeless population. Many, if not most, have psychological problems and are in
desperate need of professional guidance and services. The Police Department supports this
initiative on the part of the Sulzbacher Center, and recommends the approval of the funding.
BUDGET: $10,000 of funding is being requested. Presently, this money has not been
identified and budgeted by the City of Atlantic Beach.
RECOMMENDATIONS: To approve the request for $10,000 for the Sulzbacher Center
to purchase a van for outreach to the homeless population at the beaches.

We are so appreciative of all the support that you and the other
Beaches Mayors provided in helping the The Sulzbacher Center become
the recipient of a Bank of America grant to fund a "HOPE" outreach
program for the beaches.. We are very excited about this opportunity to
collaborate with the beaches communities to extend services for homeless
men, women and children.
We are requesting that the City of Atlantic Beach assist us by
providing funding ,for the actual van. The vehicle itself will cost
approximately $30,000.00 and is not funded by the grant. The City of
Jacksonville Beach has already committed $15,000.00 and we are
requesting $10,000.00 from your community and $5,000.00 from Neptune
Beach. We have staff in place and office space that has been provided by
BEAM. Your financial assistance will allow us to begin delivering services
to the beaches in January,
