AGENDA ITEM: Proposed Fuel Rate Increase for Sanitation Services

BACKGROUND: The Sanitation Contract with Waste Services Inc. (1IVSI), which
became effective in June 2007, contains provision for a quarterly fuel
rate adjustment. This adjustment may be up or down, depending on
current fuel prices as listed by the US Department of Energy. The
base fuel rate set at contract initiation was $3.03. The DOE rate for
the southeastern US on December 31, 2007 was $3.33, therefore
the hauler is requesting a per gallon increase of $0.30. This
requested increase will result in an increase of $0.16 per month in
the rate the City pays to the hauler for residential customers. The
rate for commercial garbage will increase by $0.02 per month per
cubic yard of waste. Other rates will have proportional increases
(see attached spreadsheet). The total monthly increased payment to
WSI will be approximately $1100. Average monthly expense since
June has been $104,800, making this a less than 1% increase.
BUDGET: Funds are budgeted in Account 420-4201-534-3401 (Pickup and
Haul). FY0708 Budgeted amount is $1,266.000.
RECOMMENDATION: Staff recommends approval of the requested fuel rate
increase for Waste Services, Inc.
