AGENDA ITEM: Optional Second Residential Garbage Pick-up Per Week

BACKGROUND: Since the residential garbage collection service was changed last June to a
semi-automated system, several people have complained about foul odors
resulting from once per week pickup. City staff discussed with the city's
waste hauler (WSI) the possibility of allowing those residents who are
willing to pay for it to have a second pick-up of residential garbage each
week. WSI gave the staff a price for this service, we added a cost for
billing services and presented to the commission a proposed additional
charge of $8.50 per month at the regular commission meeting on October
22, 2007. At that time, the commission expressed an interest in making
this option available for residents and asked. that an ordinance be prepared
to incorporate this additional charge.
Since that meeting, the local management of WSI has changed. The new
manager was asked to confirm the pricing previously provided, but wanted
to wait a few weeks so that he could get a better understanding of the local
operation. He has now provided a much higher price of $15.25/ month.
To cover city billing costs, the rate per customer will have to be at least
$17.00 per month to provide this service.
BUDGET: The cost to the city from the hauler depends on how many people would
use the service. The hauler has indicated that they could not do any more
than 400 customers per month even at the higher rate. Using the 400
customers per month, this would bring in $81,600 per year in revenue.
Costs would be $73,200 per year to be paid to the hauler leaving $8,400
per year to cover city billing costs. At $17.00 per month, the number of
people choosing to take this additional service would probably be well
under 400.
RECOMMENDATION: Advise if the Commission would like an ordinance prepared using these
revised numbers.

The attached information was developed to provide you with WSI costs associated with a
second collection day for up to four hundred units.
We feel this is the maximum additional units we can collect without purchasing
additional equipment.
We plan to utilize the Pak Rat vehicle to provide this service with an additional full time
employee that will incur approximately twenty five to thirty hours per week beyond
current levels.
As you can see the direct costs to provide this service is approximately $15.25 per
month/per unit.
This cost coincides with the justification for additional charges in our current contract for
a second Toter which is $11.90 per month.
