Item 9AAGENDA ITEM # 9A JANUARY 28, 2008 January 22, 2008 MEMORANDUM TO: The Honorable Mayor and Members of the Commission FROM: Jim Hanson City Manager SUBJECT: City Manager's Report Timmy Johnson Apaointed to Jacksonville Anti-Crime Subcommittee; Mayor Peyton has created anAnti-Crime Committee to make various recommendations on how to improve the level of crime in Jacksonville. Several subcommittees have been created, including one on Positive Youth Development. The City's Recreation Director Timmy Johnson has been appointed to that Subcommittee because of his experience in creating and managing youth programs at area community centers. TMDL Regulation Status; After approximately two years of meetings and research, the process to finalize state and federal regulations for the Total Maximum Daily Loads for nitrogen and phosphorous in the St. Johns River is coming to completion. By the time of this report to the City Commission, the USEPA should have approved the final TMDLs and the state process for final approval will. have begun. This will include a public workshop that will be held on February 13`" in Jacksonville followed by rule making and a public hearing. The state approval is expected to be completed on or about April 30~". This approval will take the form of a Basin Management Action Plan (BMAP) which is expected to be complete and enforceable by July of 2008. However, the State Department of Environmental Protection does not plan to wait for the TMDL/BMAP approval process before issuing permits for nitrogen limits. The City of Atlantic Beach's project with HDR Engineering to determine how best to meet the TMDL standards is currently underway. Results will be presented to the City Commission as soon as they aze available. AT&T to Provide Cable TV Service: AT&T is upgrading it's communication lines in Atlantic Beach to be able to provide cable TV service. The extent of the upgrades and when the service will be available to customers is not yet known. Contractors working on behalf of AT&T have been digging in several areas of the city recently. Staff was under the impression it was to complete the Sherry Drive relocations overdue since completion of the Core City Project in 2002. However, after investigation we found that they were planning to do much more. While recent state and federal regulations have relieved cable AGENDA ITEM # 9A JANUARY 28, 2008 TV providers of the requirement to obtain local franchises such as the one completed with Comcast in 2006, they still have to obtain permits to do work in the city's right-of--ways and follow the city's rules for that work. AT&T has been advised of the city requirements and has agreed to provide plans and get permits. More information will be provided to the Commission when the extent of the work is known.
