BACKGROUND: In January, 2005 the City Commission awarded continuing engineering
service contracts to three firms (Bowen Civil Engineering, Connelly & Wicker, and
Eisman & Russo) in order to expedite small to intermediate engineering and construction
projects. It was decided that it is in the City's best interest to have three engineering
firms in order that multiple projects can be completed expeditiously, and to take
advantage of a particular firm's ability to complete a specific size and type of project,
which may include stormwater, roadway, water, wastewater or other Public Works or
Public Utilities projects.
These were nonexclusive contracts for a period of three years, which expired on
January 24, 2008. The Technical Consulting Services Agreement with each firm stated
that "This Agreement shall be deemed a continuing contract within the meaning of
Section 287.055 of the Florida Statutes, and such will be for a period of three years, with
a possible extension of two years." All three firms have submitted letters stating their
intent to renew their contract for two years, and each submitted proposed rates in
accordance with the Consumer Price Index.
The continuing contract will be used for projects with an estimated construction
cost of $300,000 or less. Design fees under these contracts will not exceed $30,000,
and any project design greater that $10,000 requires City Commission approval.
The approval of the recommendation in this staff report will not commit funding
toward any project at this time. If and when fees and services have been agreed upon
by the interested parties, those projects exceeding $10,000 in design fees will be
brought back to the City Commission for review and approval.
BUDGET: Funds are budgeted under specific projects under their designated accounts.
RECOMMENDATION: Authorize the City manager to renew continuing engineering
services contracts to Bowen Civil Engineering, Connelly & Wicker, and Eisman & Russo
for a period of two years.

SCOPE OF SERVICES AND SCHEDULE
In accordance with the terms of the Technical Consulting Services Agreement, CONSULTANT agrees to perform
the services necessary to accomplish the following Project Objectives:
General Engineering in connection with improvements to the City of Atlantic Beach stormwater collection, water
distribution and sewage collection system including facilities, planning, surveying, storm water management,
geotechnical investigation, preliminary engineering design report, and general civil engineering matters related
thereto.
Each additional project task shall be authorized by Work Authorization to this agreement. 'The Work Authorization
shall identify the scope of work, fee, and time schedule for each task.
The following fee schedule shall be used as the Consultant's Standard Hourly Rates. "These rates shall be adjusted
on the anniversary date of the Agreement commensurate with the Consumer Price Index.

With respect to work performed under specific Work Authorization, all direct expenses, CONSULTANT'S fees and
