AGENDA ITEM: Contract Amendment with Waste Services of Florida, Inc to
provide for second day per week subscription pick up for
household garbage and for providing a second toter

BACKGROUND: An ordinance to add a second day subscription pick up for household
garbage for residential customers in Atlantic Beach and to specify the
amount to be charged for provision of a second toter for those households
with large volumes of residential waste is on the agenda for a first reading
on February 11 `~. If approved, the city's contract with the waste hauler,
Waste Services of Florida, Inc (WSI), must be amended to reflect the
provision of these services.
For the second day per week subscription pick up, WSI's charge to the
city will be $15.25 per month and the city will charge customers $17.10,
the difference being the amount estimated in cost to the city to handle the
billing and coordination with the hauler. 'The price to be paid to WSI for
the second toter is $7.00 per household per month and the city will charge
$8.50 per month to residential customers. 'This charge for a second toter
was not included in the city's original agreement with WSI or in the city's
rate schedule. Consequently, the few customers that are using a second
toter have been charged the full price for residential garbage service of
$17.10 per month. Because of this new charge in the WSI agreement of
$7.00 per household, it will amount to a reduction in cost for those
customers that have been paying the higher amount.
BUDGET: It is unknown how many customers will sign up for each of these services.
However, pricing is established on a "break even" basis with revenues to
be sufficient to cover both the charges to be paid to the city's hauler as
well as to cover the additional administrative expenses for billing of
customers and coordination with the hauler.
RECOMMENDATION: Authorize the City Manager to execute the contract addendum with Waste
Services of Florida Inc.

ADDENDUM #1
TO THE CONTRACT BETWEEN
WASTE SERVICES OF FLORIDA, INC.
AND
THE CITY OF ATLANTIC BEACH
February xx, 2008
Addendum to provide for a second weekly pickup of household garbage as a subscription only
service for an additional monthly fee. Waste Services shall be paid an additional $15.25 per
subscriber. Each subscriber will be required by the City to sign up for the additional collection
for a minimum of one year. Additional service and billing shall begin the first day of the month
after the subscription application is signed by the resident. The day of the additional pick up shall
be set by Waste Services based on the day the regularly scheduled pickup now occurs and shall
not be changed without one full month notice to the City. The following underlined paragraphs are
added to the base contract Section J, Schedule of Payments:
(a) Residential: end of the month payments shall be
computed by multiplying the initial number of
residential units in the service area times $8.10
per household for garbage, $3.05 for recycling,
and $4.10 for yard waste. Updates of residential
units will be made annually commencing October 1,
