AGENDA ITEM: Storm Water Jetting, Cleaning & Televising for the Public Works

BACKGROUND: Bids were opened January 30, 2008 for Jetting, Cleaning &
Televising storm water lines for the Public Works Department. There were five
bidders: Absolute Line Technologies; AUI, LLC; Cloud 9 Services, Inc.; Florida
Pipe Tech and Underground Pipe Tech LLC.
To preclude a low price for one pipe size slanting the overall cost,
the bid stated it would be awarded based on the total cost for a generic project
(specifics not included in bid advertisement) and positive references. The generic
project used for evaluation was jetting, cleaning & televising 100 If of 15" pipe, 80
If of 24" pipe, 300 If of 36" pipe & 120 If of 48" pipe.

Underground Pipe Tech LLC submitted the low bid. Only one of three
references provided by the bidder responded to our request for information. That
response said Underground has worked for 2-3 years with satisfactory results,
but the municipality also must supply a helper to the vendor. Their bid
documents also include a Workers Compensation Exemption (all other bids
included full Workers Compensation coverage). In addition, State records show
the firm has only been in business since 2005; while the bid stated minimum 5
years experience was required.

BUDGET: Storm Water account 470-0000-538-34.00 includes $10,000.00
budgeted for stormwater pipe jetting, cleaning & televising.
RECOMMENDATION: Although Underground Pipe Tech is the low bidder, because of
issues with the bid documents, Staff recommends the contract be awarded to the
next lowest bidder, Florida Pipe Tech (the current contract holder, who
maintained their prices from the previous bid).
