AGENDA ITEM: Milling and Paving for the Public Works Department

BACKGROUND: Bids were opened February 6, 2008 for Milling and Paving for the
Public Works Department. There were four bidders: ADB Utility Contractors, Inc.;
APAC -Southeast, Inc.; Duval Asphalt Products, Inc. and Pro Pave Contractors.
The following streets are scheduled for resurfacing this budget
year: Sailfish Drive (North of Plaza 600 thru 900 blocks) -Overall Condition
Index (OCI) - 32, Ocean Grove Drive - OCI - 32, Saturiba Drive (Selva Marina
Dr. to Park Terrace Drive West) - OCI - 40, Selva Grande Drive - OCI - 41,
Ahern Street (East Coast to Ocean Blvd) - OCI - 42 and Atlantic Court - OCI -

The bid documents call for milling one inch and paving two inches on rural
section roads (2, 3, 5 above) and milling and resurfacing one and a half inches
on curb and gutter streets (1, 4, 6).
In addition to these streets, at Staff's request, COJ Streets & Drainage
Division has offered to schedule resurfacing of Dutton Island Road by their
Annual Asphalt Contractor, Hubbard Construction, for $34,758 for the COAB
portion. Dutton Island Road lies with the northern half of the road in Jacksonville
and the southern half in Atlantic Beach. AB resurfaced the southern half of the
road in 2003, following the CDBG 2001 Church Road Water and Sewer
Improvements Project, but only patched the northern (COJ) side where utility
cuts were made. This proposal will resurface the entire road, with each city
paying its respective costs.
BUDGET: Local Gas Tax account 130-5002-541.34-00 includes $250,000.00
budgeted for milling and resurfacing and $25,000 budgeted for overlaying Plaza
Drive from Mayport Road to west of the Post Office driveway. Because the

COAB costs for the Mayport Road Medians project are below budget, (estimated
cost $485,000, budgeted $650,000, including $250,000 grant from COJ), the
funds budgeted for Plaza Drive will not be required and, when combined with
$10,000 from the Milling & Resurfacing budget, are sufficient for resurtacing
Dutton Island Road.
RECOMMENDATION: Authorize the City Manager to sign the contract with Pro Pave
Contractors in the amount of $215,527.87 for line items 1 through 5 above, and
authorize issuing a purchase order to COJ for resurfacing the AB portion of
Dutton Island Road. Deferring Atlantic Court, anon-residential street, will leave
approximately $25,000 in Local Gas Tax account 130-5002-541.34-00 as a
contingency fund.
