AGENDA ITEM: REQUEST FOR PROPOSALS # 08-01 PROFESSIONAL
CONSULTANT SERVICES TO PERFORM A WATER AND SEWER
IMPACT FEE RATE STUDY

BACKGROUND: The City of Atlantic Beach's Public Utility System is facing a
new wave of regulatory requirements soon to be mandated
by the St. Johns Water Management District and the Florida
Department of Environmental Protection. Reductions in
allowable total maximum daily limits of nitrogen and other
chemicals will require large amounts of capital improvements
to the sewer treatment plants as well as significant increases
in operating costs. In an effort to appropriately allocate the
cost of these improvements between our existing customers
and new customers from future development, it is necessary
to review our existing impact fees and determine if changes
are needed. The City's current rates have been in existence
more than ten years and they were not set as the result of
any cost study.
The City requested proposals from qualified firms for a study
that will adjust our rates based on the expected growth in the
system and the cost estimates of the needed improvements.
The report will also consider the value of the existing system to
arrive at the most appropriate rate for the utility. It is staff's
opinion that impact fees are most likely going to be a
significant funding source for future improvements to the
system. The fees imposed must be representative of the cost
of providing those new services. After reviewing the
proposals, staff felt HDR had the best combination of

qualifications, experience and estimated costs to perform the
project. In addition, HDR is already working on the
Wastewater and TMDL compliance plan for the City and will
have the best understanding of information gained from that
study.
BUDGET: The operating expenses budget for the utility fund has
sufficient balances to fund the impact fee study. No increase
in impact fees attributable to this project have been
budgeted at this time due to the uncertainty of the amount
of change in the rate.
RECOMMENDATION: Authorize the City Manager to enter into an
agreement with HDR Engineering Inc. to perform a Water and
Sewer Impact Fee Study in the amount of the proposed
estimate of $15,500.
