A RESOLUTION OF THE CITY OF ATLANTIC BEACH,
FLORIDA SUPPORTING THE CONCEPT OF PLACING
ART IN ROUNDABOUT LOCATED AT ENTRANCE
RAMP TO THE OCEAN ON ATLANTIC BLVD.
Whereas, the City Council of the City of Atlantic Beach, Florida feels that public art
enhances the commercial district.
Whereas, the Town Center Agency has plans to place public art in the roundabout in
Town Center.
Whereas, the roundabout in Town Center is located in one of the City's commercial
dlStrlCfS.
Now, therefore be it resolved that:
The City Council of Atlantic Beach endorses the concept of public art in the
raundabout at Town Center. In order for the Town Center Agency to place
public art in the roundabout they shall successfully do the fallowing:
1, Receive the approval of the City of Neptune Beach for the proposed project.
2. Have firm commitments for the required funding for the project.
3, Provide a juried competition as outlined in the RFP dated February 29,
2008.

CALL SUMMARY
The Town Center Agency (501-C3) is seeking artists or artist collaborations to create innovative,
original and site-specific artwork for the recently renovated streetscape in the heart of Atlantic Beach &
Neptune Beach Towncenter.
The Agency is seeking an artist or artist team who can understand and express in their art the
connection to historic, contemporary and future expressions of the vibrancy of the location.
The location site is the rotary at the east end of Atlantic Blvd. The artwork will include, but is not limited
to:
• Hardscape
• lighting
• Three dimensional outdoor work (freestanding)
Site Protection
BUDGET/COMMISSION
The estimated total public art budget for the project, including all aspects of design, lighting, fabrication
and installation, is not to exceed 5250,000.00. The budget for the work will be a factor in the selection
process.

PROJECT DESCRIPTION
The Towncenter Agency is hosting an art competition for the street rotary at the east end of Atlantic
Blvd. The work is intended to be non-representational sculpture that will endure the harsh environment
at the oceans edge. Local, state and regional sculptors are encouraged to submit proposals
individually or as teams. The fabrication and installation of the work will be required of the selected
artist.
ARTWORK LOCATION
ART REQUIREMENTS
The artwork will be sited within the rotary (approx. 24' DIA) as illustrated above. The artwork must be
durable, low maintenance, and appropriate to the location, and able to withstand large amounts of
sun, rain and wind. Public art projects are in the public realm and are therefore exposed to weather
and may be subjected to vandalism. Florida's high winds, salty environment and extremety humid and
hot temperatures must also be taken into consideration. The artist or team will be required to obtain
the necessary construction permits from the respective cities.
Conceptually, this artwork(s) should:
- Create excitement and interest for the community
- Honor and commemorate the rich history of the beaches
- Celebrate the sense of place and unique character of the area.
- Express all of the above in an artwork that is contemporary and of excellent quality.
SUBMISSION GUIDELINES
PLEASE READ CAREFULLYAND MAKE SURE ALL CRITERIA ARE MET.
Application packaging
Please submit all materials in a sealed envelope (9x12 or 10x13). Do not bind or staple. Make sure to
write the name of the project applied for on the OUTSIDE of your entry envelope. Make sure to
include all materials listed below. Use light colored paper that can be clearly photocopied. All
materials must fd into a standard file folder.
Panels - To be considered for this project, the artist must submit five to ten images of the proposed
project. Each panel must be numbered and unlabeled. An electronic copy, a CD disk with -pdf format
images of the panels is required. Submit a separate list of panels and separate envelope which is
headed at top with Artist's name, contact information, and title of the project being proposed.

Include the panel number; dimensions of the work (height by width by depth); and resume (see below)
The project cost is a factor in the selection process. Include a general project budget.
Resume - Submit a current professional resume that outlines your professional accomplishments as
an artist, including exhibition history, (inclusion in) public collections, public commissions and site-
specific experience. Catalogs and reviews may be included.
Self Addressed Stamped Envelope (SASE) in eachpackage -sufficient postage, and envelope for
return of panels. If no SASE is included, materials will not be returned, and may be discarded. (If
selected for Artist Registry, materials will be retained; see below). Please indicate if you wish other
material in addition to panels to be returned, and include postage to cover it.
Deadlines
Application Deadline: Thursday May 15, 2008 by 5:00 p.m.
Applications must be received by this date and hand-delivered entries by this time. The Jury will not
review incomplete or late submissions. Applications not received or postmarked before this date are
considered late and will be returned unopened.

Additional Instructions and information:
Eligibility -This competition is open to all artists regardless of racial or ethnic origins, gender, age,
sexual orientation, religious affiliation, marital status, disability or, unless othe-wise noted, residency.
Artists working in any media are eligible to apply. Artists are not required to have previous experience
in public art. Members of the Towncenter Agency Board 8~ Selection Jury are not eligible for
participation during their term of service.
Electronic Visuals- The Towncenter Agency is equipped to use digital imagery in its selection
process. Digital images on disk in PDF format are required.
Maintenance and Durability -All applicants are requested to consider the issues of bng-term
conservation and maintenance of public art. Public Art should be fabricated of highly durable, low-
maintenance materials. Artists' proposals and awarded contracts will be reviewed by the City of
Atlantic Beach 8~ Neptune Beach Public Works Department to ensure conformity with City standards of
maintenance and durability.
Project Evaluation -The selection Jury is responsible for final approval on all art selected for the
project. The selection Jury appointed by the Agency will review applications. The Jury includes 5
artists or art professionals, an architect or design team member, and agency and community
representatives. The Agency and Jury is responsible for reviewing the site, establishing criteria and
writing a Call for Artists, reviewing applications, short-listing and interviewing finalists. Review
procedures & please read this Call carefully.
Selection Process -Artists will be selected based on materials submitted- please see Submission
Guidelines. One to three artists will be short-listed for interviews and may be asked to prepare
proposals prior to final selection. Any selected proposal will be compensated with an honorarium of
approximately $1,500. These artists will receive more specific information about the project and witl
have the opportunity to talk to design team members prior to the interview. One artist/ artist team will
be selected as finalist for the project. The nominated finalist and proposal will be presented to the

Agency Board members for approval. If no proposal is approved, the Agency reserves the right to re-
open the search for artists or take whatever action is deemed appropriate to complete the selection
process
Criteria Artist applications will be judged on submitted panels, inGuding all aspects of the following:
creative concept, use and understanding of materials, quality of fabrication, appropriateness of site-
specific works to the context of their environment, scale of works completed, and suitability of the
artist's work and style to the context and demands of this project. Also considered will be an artist's
professional experience, including experience creating public art or other site-specific projects,
exhibition history, and art education background.
