BACKGROUND: The City's contract with Tom's Asphalt Repairs, Inc. for small
asphalt paving repairs expires on February 28, 2008. Bid number 0708-
06 was opened on February 20, 2008; there were four bidders: ADB Utility
Contractors, Inc., Pro Pave Contractors, Tom's Asphalt Repairs, Inc. and
Warren's Asphalt, Inc. The bid package stated the bid award would be
based on average unit prices submitted.

400-5504-533.34-00 $ 4,000.00
Total $24,000.00
RECOMMENDATION: Award the contract to Tom's Asphalt Repairs, Inc. for one
year starting March 1, 2008. The average price represents an increase of
30% since the 2005 bid.
