AGENDA ITEM: Royal Palms Sewer Rehabilitation Phase I

BACKGROUND: As recommended in the Sewer Master Plan Update, the City Commission
allocated funds for sewer rehabilitation in the budget. After conducting research, City staff
recommends "piggybacking" on JEA's contracts for Cured-in-Place Pipe and Manhole Rehabilitation
to perform sewer system rehabilitation in the Royal Palms azea.
JEA awazded a 3-year, $9 million contract with Insituform Technologies, Inc. on June 12, 2007.
There were two other bidders meeting qualifications, with Insituform as the low bidder at
approximately 26% below the other bidders. Insituform has completed several successful projects for
Atlantic Beach in the past.
For manhole rehabilitation, JEA has a 5-year, $4 million contract with Concrete Conservation, Inc.
This company has also performed successful manhole rehabilitation in Atlantic Beach.
Using the JEA contract unit prices for Insituform shown on the attached spreadsheet, the cost for
cured-in-place pipe rehabilitation for the north and east sections of Royal Palms is $711,951.15.
Using the JEA contract unit prices for Concrete Conservation, manhole rehabilitation is $136.41 per
vertical foot. For the 85 manholes (approximately 640 vertical feet) in the north and east sections of
Royal Palms, the cost for manhole rehabilitation is $81,846.
BUDGET: A total of $829,000 was budgeted in the Sewer Fund for this project, in account number
410-5506-535-6300.
RECOMMENDATION: Authorize Insituform Technologies, Inc, to provide cured-in-place piping
work in the north and east sections of the Royal Palms subdivision in the amount of $711,951.15,
using pricing in JEA Contract No. WCS-066-07 and authorize a 5% contingency.
Authorize Concrete Conservation, Inc. to provide manhole rehabilitation in the amount of $81,846
using pricing in JEA Contract No. WCS-135-03.
