AGENDA ITEM: Walkway for Selva Marina Drive North of Saturiba

BACKGROUND: At the February 11~' Commission Meeting, Commissioner Parsons
expressed concern about pedestrian safety when walking along Selva Marina
Drive between Saturiba Drive and Twentieth Street. He asked Staff to investigate
the feasibility and cost of adding a walkway in the medians to get pedestrians off
the nan'ow road. This segment had previously been evaluated using the City's
sidewalk need grading criteria and is currently number five on the priority list
(following Main Street, West 9~' Street, Aquatic Drive and West 14"' Street). Main
Street had been previously deferred due to possible bike path construction; there
are now sidewalks on West 10~' and West 11"', constructed last fiscal year,
reducing the need for one on West 9"'. Staff has requested a price from Miranda
Contracting to install a portion of the Aquatic Drive sidewalk as a change order to
the Hopkins Creek Retention Pond Project.
Staff estimates that a 5 foot wide, 2" thick asphalt walkway could be constructed
for approximately $25,000. This walkway would be in the medians for the most of
the distance with the last 300 feet on the west side of the roadway. This latter
section could be considered optional since it is an open area with out the curves,
trees and medians that cause the safety concerns. The walkway could be laid
without excavation, over top of tree roots, to minimize harm to the trees in the
medians. This method would result in increased maintenance costs in future
years when compared to a concrete walkway, but the costs should be minimal
compared to the tree removal required for the concrete walk.
BUDGET: In the current year budgeting process, PW Streets Account 001-5002-
541-6300, Project PW0802, was allocated $100,000 for sidewalk or bike paths,
with locations to be determined. No sidewalk or bike path locations have been
designated for use of these funds.
RECOMMENDATION: None. For Commission discussion /decision.
