Item 8CAGENDA ITEM # 8C APRIL 14, 2008 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Proposed Sidewalk Prioritization - FY 2008 SUBMITTED BY: Rick Carper, P.E., Public Works Director ~~ DATE: April 7, 2008 BACKGROUND: At the March 24th Commission meeting, Staff briefed the proposed construction of a walkway on Selva Marina Drive between Saturiba Drive and 20th Street. This brief included funding information, stating that the current budget included $100,000 for bicycle paths and / or sidewalk, with locations to be determined. Rather than proceed with the Selva Marina walkway, the Commission requested Staff provide a detailed prioritization of possible sidewalk locations. Attached ranking includes ease of construction, safety and usage, plus new ranking information from the Public Safety Department. For this ranking, fifteen streets were evaluated by Public Safety. For numerical ranking purposes, the highest five locations were given ten points, the middle five were given five points and the bottom five received zero points. For streets with equal total scores, the street with the higher ranking on the Public Safety listing was ranked higher. George Street and Ardella Road sidewalks are funded for construction in the current budget using CDBG monies. BUDGET: New sidewalk construction in FY08 is funded using the Public Works Streets Capital Project Account, 001-5002-541-6300, Project PW0802, Initial Balance $100,000. George St from Dutton Island Rd to Edgar St - With a large public park in this area, a high volume of pedestrian traffic, specifically children, is in this area. There is also a significant amount of vehicle traffic in this area. There is also no sidewalk in this area. This would also assist in beautifying and improving the Mayport Road Corridor area. 2. Sturdivant Rd from Seminole Rd to Sherry Dr - A high volume of pedestrian bicycle traffic going to and from the Town Center area paired with high volumes of vehicle traffic pose a hazard to pedestrians. There is currently no sidewalk in this area on this roadway. 3. Main St between W 1°` St and Levy Rd -High volumes of both pedestrian and vehicle traffic. Placing a sidewalk in this area would prevent possible injuries to pedestrians through vehicle crashes. This roadway is also a main thru street in that part of the city. There is no sidewalk in this section of Main St, however a sidewalk is already in place on Main St north of Levy Rd to Dutton Island Rd. This sidewalk could tie in to the existing sidewalk. 4. Simmons Rd from Mayport Rd to Francis Ave -There is currently no sidewalk running east/west in this area on the east side of Mayport Rd other than Dutton Island Rd E and Donner Rd. There is a large volume of foot traffic in this area. A sidewalk could be beneficial to public safety to reduce the chances of striking a person in the roadway as well as improve the Mayport Rd Corridor area. 5. Aquatic Dr from Atlantic Blvd to Existing Sidewalk -This is currently an existing sidewalk on Aquatic Dr that extends only in the areas with houses. A large volume of foot traffic from the Aquatic Dr/Royal Palms area continues past the end of this sidewalk towards the Publix Shopping Center and the Beaches Aquatic Center (pool). They currently walk in the roadway, which is dangerous. There is a high volume of vehicle traffic in this area. Dutton Island Rd from Donner Park to Lakeview Ct -There is a high volume of pedestrian/bicycle traffic in this area due to Dutton Island Preserve as well as multiple neighborhoods. Due to those locations, there is also a high amount of vehicle traffic. There are some pre-existing sidewalks in this location but they are negligible in length and do not connect. The majority of pedestrians travel in the roadway. There is apre-existing sidewalk from Mayport Rd to Donner Park and also one from Lakeview Ct to Dutton Island Preserve that this could tie into. This would also go towards improving the Mayport Rd Corridor. 7. W 9`~ St from Mayport Rd to Main St -There is a large amount of foot traffic in this area. As this is a main through street that goes all the way from Mayport Rd to Camelia St, a large amount of vehicle traffic also travels this road. Pedestrian safety would be improved by inserting a sidewalk. This would improve the Mayport Corridor area. 8. Ardella Rd between Mayport Rd and Richardson Ln -While there is some vehicle traffic on this roadway, it is not significant. Pedestrian traffic is also above average but not heavy. The majority of pedestrians in the roadway are children playing in the street due to the larger playing area of the street. This would improve the Mayport Corridor area. 9. Hibiscus St from Levy Rd to W 9`" St -There is a moderate amount of vehicle and pedestrian traffic on this roadway, however the vehicles generally travel below the posted speed limit. The April 14th 2008 Regular Meeting AGENDA ITEM H 8C APRIL 14, 2008 times when each sect is present also varies. Vehicle traffic is only significant in the morning and evening (to and from work). Pedestrian traffic is usually significant before vehicle traffic in the morning and after vehicle traffic in the evening (coincides with work schedules). 10. Selva Marina Dr from Saturiba Dr to 20"' St -While there is a moderate amount of pedestrian traffic in this area, the vehicle traffic is relatively light and due to the road design (constantly curves with trees/landscaping) vehicles in the area are traveling at low speed. 11. W 1" St between Main St and Jasmine St -There is little to no pedestrian or vehicle traffic in this area. A sidewalk would not be cost-effective nor provide an enhanced public safety need in this area. 12. Ocean Blvd between Seminole Rd and 16`~ St -Vehicle traffic in this area is relatively minor as well as pedestrian traffic. 13. W 14"' between Mayport Rd and Main St -The majority of pedestrians and vehicles do not travel on W 14~' but move over one street north to Levy Rd where a sidewalk already exists. 14. Seminole Rd between Garden Ct and 20~' St - A wide sidewalk already exists in this location on the west side of Seminole Rd. There is no need for an additional sidewalk for the small distance this would cover. 15. Cornell Ln to Aquatic Dr (walking path) -There is currently no path between these areas. Despite this, there is a heavy amount of foot traffic in this area. Large amounts of pedestrians walk through private property (Church) to get between the Atlantic Arms Apts and Publix Shopping Centers. This path would prevent problems of people trespassing on private property. Special Noteā€¢ Robert St/Lewis St/Dudley St from Mayport Rd to George St - A large volume of pedestrian traffic in this area without sidewalks causes congestion and is hazardous to the pedestrians. These roads also lead directly to Donner Park for numerous residents in the area. Edgar St is not included in this group due to the fact there are only two houses on Edgar St and there is little foot traffic. There is a large amount of vehicle traffic on all of these streets. This would also improve the Mayport Corridor area. (Have been informed that the easement is too small for sidewalks in these areas) April 14th 2008 Regular Meeting
