Item 9AAGENDA ITEM # 9A APRIL 28, 2008 April 18, 2008 MEMORANDUM TO: The Honorable Mayor and Members of the Commission FROM: Jim Hans SUBJECT: City Man ger's Report Change Orders to Hoskins Creek Stormwater Project; One emergency change order for the Hopkins Creek Stormwater Project has been approved and the work completed and it is anticipated that a second change order will be needed prior to the City Commission meeting on April 281I'. The first change order results from the discovery of gazbage buried on the pond site many yeazs ago. The change order cost is for the disposal fees at the Jacksonville landfill, soil tests required by the City of Jacksonville and to obtain a bond related to the disposal. The total price for this change order is $14,409.90. It was approved at the time of the work several weeks ago because the delay would have resulted in additional costs to the City of Atlantic Beach. As of the date of the writing of this report, a second change order price has been requested from the contractor to revise the connection details for a box culvert running under Aquatic Drive to connect with the existing drainage system on the east side of the street. The change is required because the City could not obtain a construction easement from one property owner at a reasonable cost and in time to avoid additional costs related to construction delays. The City Commission could authorize condemnation of the construction easement, but it would result in considerable project delay and additional costs to the City. Rerouting the piping around the property is the most reasonable alternative. Final information on pricing should be available and reported to the commission at the 4/28 meeting. Alcohol De~lovment; An alcohol deployment was conducted by the Atlantic Beach Police Department on April 16"'. There were 13 retail establishments checked to see if they would sell alcohol to a minor. Three of the 13 stores were cited for sales (23%) which included the Kangaroo Store, the ABC Package Store and the Hanna Pazk Food Mart.
