AGENDA ITEM: Lawn and Pest Control for City Facilities

BACKGROUND: Bids were opened April 16, 2008 for Lawn and Pest Control for City
Facilities. There were nine bidders: Bug Pro Florida, Inc.; Dean's Environmental
Services; Florida Pest Control 8~ Chemical Co.; McCall Services, Inc.; Peachtree Pest
Control; Pestmaster Services of Jacksonville; Trim All Lawn Services, Inc.; TruGreen
Lawn Care; and Tumer Pest Control, LLC.

uean's tnv~ronmental Services submitted the low bid. However, they only submitted two
references when three were requested. Of the two references submitted, only one was
able to be reached. That response had a few notable comments like "doing better", "1 or
2 little incidents in the past", and "keep an eye on safety." The other reference number
given was a phone number no longer in service and was for services in 2000 and 2001
when we requested references on completed work in the last 12 months. In addition,
Dean's Environmental Services did not supply Worker's Compensation information. Staff
requested the information be sent to Public Works, but had yet to receive as of the time
this staff report was produced.
Pestmaster Services of Jacksonville was the second lowest bid; reference checks
included strong endorsements with comments like "outstanding", "good people", and
"phenomenal".
BUDGET: Parks and Recreation/ Maintenance account 001-6020-572-3400 includes
$10,480 budgeted for Lawn and Pest Control for City Facilities.
RECOMMENDATION: Although Dean's Environmental Services was the low bidder, because of
issues with the bid documents and notable reference comments, staff recommends the
contract be awarded to the next lowest bidder, Pestmaster Services of Jacksonville.
