BACKGROUND: In order to ensure the accuracy of large water meters, City staff has been
having them tested and repaired for the last several years. Bids were advertised and invitations
were sent to three contractors. Reed & Shows Meter Repair & and Supply Co. submitted a "No
Bid" form because they have too much work scheduled. Only one bidder, United Water
Solutions, submitted a bid on April 30, 2008. All required documentation was submitted with
the bid. Pricing was as follows:

These bid prices for meter testing and repair approximately 19% below previous costs.
Staff estimates perhaps one half of the meters would require repair and retesting and the others
would require testing only, based on past years' experience. This would amount to $7,660 in
meter testing and repair. The cost of parts will be the based on actual catalog prices passed on to
the City, and is estimated at $1,400. Total estimated cost for meter testing, repair, and retesting
including parts is about $9,000. Amount invoiced will be actual number of meters tested and
repaired to include parts.
BUDGET: A total of $9,000 was budgeted for large meter testing, repair or replacement in the
Water Fund under account number 400-5504-535-3400.
RECOMMENDATION: Award the annual contract for meter testing to United Water
Solutions in the amount not to exceed $9,000.
