Regular Meeting Minutes
April 23, 2008
A regular meeting of the City of Atlantic Tree Conservation Board was convened at 7:00 pm on
Wednesday April 23, 2008 at the Adele Grage Cultural Center, West Meeting Room, located at 716
Ocean Boulevard in Atlantic Beach. In attendance were Board Members Stephanie Catania, Jim
McCue, Maureen Shaughnessy, Carole Varney and Staff Planner/TPO Administrator Erika Hall. Brea
Paul was absent from the meeting. The position of Recording Secretary was vacant.
1. CALL TO ORDER
• Chair Maureen Shaughnessy called the meeting to order at 7:00 pm.
2. RECOGNITION OF VISITORS
• Ms. Shaughnessy welcomed Atlantic Beach resident Dwin Ford.
3. APPROVAL OF MINUTES
✓ MOTION: Stephanie Catania moved to adopt the minutes of the
April 9, 2008 regular meeting, as written. Jim McCue offered a
second, and with no further discussion, the vote was unanimous.

Ms. Hall reviewed the case for the benefit of Ms. Shaughnessy
whom had been absent from the previous (April 9) meeting.

Additionally, she reported on the status of materials requested
of the applicant by the board. She said that she had received
a phone call from the property owner earlier in the day. He
said that he had obtained neither a revised tree survey nor a
landscape plan from his landscape architect at this point.
However, his intention was have those items in time to make
the agenda for the May 14th meeting. Mr. McCue asked if
there had been any new developments on the DEP side. Ms.
Hall said that she had copied Trey Hatch (DEP) on
communications relevant to the case, and that she would also
be providing copies of the revised tree survey and landscape
plan, and requesting comment on them, once they were
received.
Ms. Hall went on to explain that all beach and dune areas
seaward of the Coastal Construction Control Line (CCCL) are
designated as Environmentally Sensitive Areas (ESAs),
according to Policy D.3.2.8 of the Conservation and Coastal
Management Plan Element of the 2015 Comprehensive Plan.
However, the city has failed to implement the required
regulations that ensure protection of those lands. She said
that she has been discussing this matter with Community
Development Director Sonya Doerr and Public Works Director
Rick Carper, and the intent is to address the matter in the
impending revisions to the Chapter 23, possibly through the
creation of Article IV to deal specifically with trees and other
vegetation located in the ESA beyond the CCCL.

Ms. Hall reported that she was notified on Monday, April 21, at
approximately 8:15am, that tree removal from the subject
property had commenced the weekend prior (4/18-4/19), and
that adjacent property owners were concerned that all trees
on the lot, as well as some on their properties, were marked
for removal. The adjacent property owner also reported that
the tape marking the rear (west) property line cut diagonally
through her southeastern corner, making it appear as if trees
on her property belonged on the subject property. The
adjacent property owner told Ms. Hall that she had moved the
tape back to the correct marker.
Ms. Hall reported that she went to the site at approximately
8:30am. There were no workers present, nor was the tree
removal permit posted on site. Upon inspection, Ms. Hall

found that interior zone trees, as shown on the submitted tree
survey, had been removed and much underbrush (saw
palmettos mainly) had been removed from the rear (west)
area of the lot, exposing several Oaks that appeared to be 6"-
8" in diameter along (within 5' of) the rear property line. All
of which were marked with red tape for removal and none of
which were shown on the submitted tree survey or proposed
for removal. Additionally, Ms. Hall noted several other Oaks
and one Pecan tree on the adjacent property (west) that were
marked for removal. There were a number of Oaks present
along the north side, also marked for removal. However,
none appeared to be 6" dbh, though access was limited due to
remaining underbrush and saw palmettos. Likewise, there
was an area of thick underbrush, palmettos and small (less
than 6") trees on the southeast corner of the property.
Ms. Hall returned to the office and composed an email to the
applicant (Mr. Altenbach) informing him of her findings and
requiring that he address the issues within 72 hours.
Approximately 9:30am, Mr. Altenbach called and said that he
thought all the trees were shown on the survey and asked
what he needed to do. Ms. Hall requested that a revised tree
survey be obtained and submitted with a tree removal
mitigation worksheet for the additional protected trees that
were to be removed. In the mean time, she told Mr.
Altenbach that the tree removal service (Billy Lewis) could
continue with underbrush clearing and cleanup of the trees
that had already been cut, as well as three dead trees that
she saw on the ground — two in rear, one in 17th Street ROW.
However, no additional trees were to be removed until the
revised survey was reviewed/approved by the Tree Board and
the permit amended accordingly.
b. MISCELLANEOUS
i. Technical Guidelines: Discussion of"Right Tree, Right Place"
principles, development of list of preferred species suitable to
site parameters.
Board members requested that this discussion be rescheduled
for a time when the full board was present and could fully
participate.

7. ADJOURNMENT
✓ MOTION: Stephanie Catania moved to adjourn, Jim McCue
offered a second, and the meeting was adjourned by Chair
Shaughnessy at 8:30 pm.
